The Commission proceeded to review the proposed findings of fact. Motion by Commissioner Hendriksen and seconded by Chairman Zimmerman to table Mr. Wojcik's request for a conditional use permit and direct City Staff to inspect the property and determine if Ramsey Auto Sales is complying with the existing conditional use permit. Further Discussion: Mr. Otto noted that the applicants are not in compliance with the existing conditional use permit and sited violations. The Commission proceeded to review and amend the proposed findings of fact as follows: Add an item to indicate that in 1988, the Planning and Zoning Commission recommended denial to use the property on which Ramsey Auto Sales is currently located for vehicle sales because of traffic conditions in the area. Amend Item #11 to indicate that the proposed expansion will increase traffic to and from the subject property. Amend Item #12 to also indicate that the increased traffic, due to the expansion, will place additional stress on the accesses, which were a major issue of concern in 1988. Add an item indicating that the applicants are proposing to expand the business area size by 1/3 and triple the currently permitted auto inventory. Add an item indicating that the applicants have encroached onto the Cty. Rd. #56 right-of-way and the proposed expansion area. Commissioner Hendriksen and Chairman Zimmerman directed that the motion to table the case stand and that City Staff redraft the findings of fact. Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue and Terry. Voting No: None. Absent: Commissioners Holm and Shumway. Chairman Zimmerman suggested that Mr. Louis Wojcik provide the Commission with a scale drawing of Ramsey Auto Sales that will indicate buildings, accesses, customer parking and the number of vehicles for display that can be accommodated on the property. Chairman Zimmerman stated that Mr. Wojcik should also meet with Mr. Hartman of the Anoka Pet Hospital to resolve issues. Mr. Wojcik stated that he is also having a drainage study prepared as this is a concern in the subject area.
