He explained that the State Uniform Building Code does not
provide standards for certain substandard and uninhabitable conditions. The proposed
ordinance will provide a legal control for the City Building Inspector an other public officials
to proceed with a format to assure those types of situations do not occur.

Chairman Zimmerman stated he agrees with the ordinance except for the Right of Entry
section. He suggested that it be amended to include notification to the property owner and
set out certain hours for the inspection.

Case #13:

Review Draft Construction Debris, Site Preparation Debris and Casual Dumping
Ordinance:

Tabled.

Case #14: Review Draft Street Ught Ordinance:

Tabled.

Case #15: Direction to Staff Relative to Wojcik Conditional Use Permit:

Commissioner Hendriksen stated that Mr. Louis Wojcik was asked to provide the Commission
with a scale drawing of Ramsey Auto Sales that indicate buildings, accesses, customer parking
and the number of vehicles for display that can be accommodated on the property. This
information has not yet been provided. Also, Mr. Otto had mentioned several violations he
observed and was going to submit information on them so the Commission could make a
recommendation to the City Council on the existing Conditional Use Permit. Commissioner
Hendriksen stated the existing violations are a separate matter from the newly requested
permit.

Planning & Zoning Commission/May 16, 1989
Page 7 of 8
