Mr. Banwart pointed out that the Council already receives all of the Commission's minutes and <br />case reports so an annual report would not be necessary. <br /> <br />Commission consensus was reached to direct staff to meet with the City Attorney to <br />incorporate these suggestions into the draft ordinance, including the fee schedule revision and <br />automatic resignation clause. <br /> <br />A recess was declared at 8:42 p,m. The meeting reconvened at 8:50 p.m. <br /> <br />Case #8: Review Draft Park Dedical~on Ordinance: <br /> <br />This case was deleted from the agenda. <br /> <br />Case #9: <br /> <br />Review Amendment to Comprehensive Plan to Exchange the Municipal Urban <br />Service Area (MUSA) Boundaries: <br /> <br />This case was deleted from the agenda. <br /> <br />Case #10: <br /> <br />Review Ordinance to Amend Mississippi River Corridor Map and Right-of-Way <br />Width Standards: <br /> <br />Mr. Banwart informed the Commission of the progress that has been made to designate a <br />regional trail corridor along the Mississippi River. Staff has been working with the Anoka <br />County Parks Department and the Met Council on the trails alignment. The Park and <br />Recreation Commission has reviewed the alignment being suggested by Ron Cox, Park Planner <br />for Anoka County, and has concerns with the corridor route through undeveloped land west <br />of Alpaca Estates. Before this ordinance can be fully adopted the EQB has to give their <br />approval. <br /> <br />Discussion ensued regarding the limited and multiple use trails and their proposed alignment, <br />Commissioner Hendriksen stated he feels property owners along the trail will object to horses <br />being allowed. He suggested the trail go along the highway past the development and then <br />turn back towards the river corridor. <br /> <br />Mr. Banwart pointed out that the Met Council has indicated that the proposed northerly format <br />is not acceptable to them because it follows the Highway 10 corridor which is outside the river <br />corridor boundary and has little relationship to the river. <br /> <br />Chairman Zimmerman stated that most of the houses in this area are set back closer to the <br />river so the residents may not have any objections. Commissioner Shumway agreed. Mr. <br />Banwart explained that the potential Mississippi River crossing may support a trail crossing <br />as well. The trail will be owned and maintained by Anoka County with support by the Met <br />Council.
