PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Monday, <br />July 10, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota regarding Mr. Dickman Knutson's request to rezone Juniper Woods from R-1 <br />Rural Residential to R-1 Urban Residential. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. David Bawden <br />Mr. Ben Deemer <br />Mr. Terry Hendriksen <br />Mr. Charles LaDue <br />Mr. Roy Shumway <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br /> <br />Members Absent: Mr. Michael Terry <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 7:50 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Gail Rousseau - 15120 Xkimo Street N.W. - Inquired as to the price range of homes to be <br />built in Juniper Woods. <br /> <br />Chairman Zimmerman stated that the City exercises no controls over the value of homes <br />being built other than minimum size limits established in City Code. The developer has the <br />option to establish restrictive covenants that could address minimum home values. <br /> <br />Dorothy Stadfelt - 15111 Juniper Ridge Drive - Inquired as to the difference between R-1 <br />Rural and R- 1 Urban and the ramifications to rural neighborhoods in the periphery of urban <br />neighborhoods as it relates to sewer and water. <br /> <br />Chairman Zimmerman replied that Urban zoning allows for urban size lots (80' x 135' or <br />10,800 square feet) served by municipal water and sewer. <br /> <br />Mr. Banwart noted that there are 73 lots proposed in Juniper Woods, a number of which <br />have been increased to 100 foot widths to lessen the impact of lot width changes between it <br />and adjacent rural neighborhoods. In accordance with the City Charter, there would not be <br />sewer and water ramifications to Dorothy Stadfelt's neighborhood unless her neighborhood <br />petitions to also have the improvements. Because of Metro Council direction, the City is <br />considering adopting an ordinance which would require properties abutting the municipal <br />services to connect within a two year time frame. The adoption of this ordinance would not <br />affect rural neighborhoods surrounding Juniper Woods as there are no plans to extend the <br />municipal services to Juniper through existing neighborhoods. <br /> <br />Planning & Zoning Commission Public Hearing/July 10, 1989 <br /> Page 1 of 6 <br /> <br /> <br />
