Chairman Zimmerman stated that the City Council policy is to not extend municipal water <br />and sewer into any areas not wanting it. <br /> <br />Dorothy Stadfelt - Inquired if City Council policy regarding extension of services is subject <br />to change. <br /> <br />Chairman Zimmerman replied that he has not heard any Council discussion to change it's <br />policy regarding the extension of sewer and water. <br /> <br />Jean Schlueter - 15011 Juniper Ridge Drive - Inquired as to the status of Ramsey's <br />application to Metro Council for a Comprehensive Plan Amendment to expand the MUSA <br />boundary. Inquired if the drainage lot for Rum Acres Estates is subject to being included in <br />the Juniper Woods project. <br /> <br />Mr. Banwart replied that on Thursday, July 13, Metro Council will be making a decision in <br />favor of extending the MUSA boundary in Ramsey. The particular lot to which Jean <br />Schlueter refers will be a part of the improvement project but not a part of the Juniper <br />Woods plat. <br /> <br />Jean Schlueter - Inquired if the developer would be able to develop that vacant lot because <br />sewer and water are available to it. <br /> <br />Mr. Banwart replied that development of that particular lot with sewer and water would <br />require a feasibility report. <br /> <br />Dorothy Stadfelt - Inquired as to how drainage from Juniper Woods will be handled. <br /> <br />Mr. Banwart stated that there is an easement to the east towards the Rum River that will <br />facilitate a storm sewer. <br /> <br />Sue Damyanovich - 15130 Juniper Ridge Drive - Stated that she objects to lots adjacent to <br />her's developing at less than one acre. At the time she bought her property, she was told <br />the area would be developed with one acre lots. Stated that she resents the developer <br />getting permission to develop the property with urban size lots; such action serves no one <br />but the developer. Stated that some of the residents are already selling and moving out <br />because they are hearing vibrations about sewer and water coming; she doesn't like this <br />happening in what was once a stable neighborhood. In addition, what is proposed for <br />Juniper Woods is not consistent with surrounding development. <br /> <br />Chairman Zimmerman inquired if residents surrounding Juniper Woods are fearful that <br />sewer and water would be imposed upon them. <br /> <br />Sue Damyanovich - Stated that area residents do not want to be saddled with sewer and <br />water. <br /> <br />Mr. Banwart stated that in addition to the fact that it requires a petition from the residents in <br />order to get the City to consider making sewer and water available, another major obstacle <br />would be getting Metro Council approval allowing sewer and water availability to occur. <br />Rum Acre Estates is not within the MUSA boundary and it would require a major filing by <br />the City and authorization from Metro Council before it would be included in the MUSA <br /> <br />Planning & Zoning Commission Public Hearing/July 10, 1989 <br /> Page 2 of 6 <br /> <br /> <br />
