Inquired why the traffic has to be filtered through existing developments. <br /> <br />Mr. Banwart replied that Juniper Ridge Drive is an over-elongated cul-de-sac which is not <br />indicative of good planning. <br /> <br />Chairman Zimmerman noted that the comments being expressed have more to do with the <br />platting of Juniper Woods versus the rezoning. <br /> <br />Motion by Chairman Zimmerman and seconded by Commissioner Hendriksen to amend <br />Item #2 of the proposed findings of fact to indicate that the applicant was not present at the <br />public hearing regarding rezoning. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />LaDue, Hendriksen and Terry. Voting No: None. Absent: Commissioner Shumway. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to <br />recommend that City Council adopt the proposed findings of fact, as amended, relating to <br />Mr. Dick Knutson's request to rezone Juniper Woods. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />LaDue, Hendriksen and Terry. Voting No: None. Absent: Commissioner Shumway. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner LaDue to recommend <br />that City Council approve Mr. Knutson's request to rezone Juniper Woods from R-1 Rural <br />Residential to R-1 Urban Residential. <br /> <br />Further Discussion: Commissioner Bawden stated that the rezoning of Juniper Woods to <br />Urban Residential is inconsistent with the area; that he disagrees with the placement of <br />urban development between two areas of rural development with no provisions for <br />screening or levels of change. A resident commented that there should be some other <br />access planned to Juniper Woods other than 153rd. Mr. Knutson noted that Waco is to be <br />constructed as a Municipal State Aid road within a couple of years; that improvement will <br />carry traffic to 149th and then to St. Francis Blvd. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, LaDue, <br />Hendriksen and Terry. Voting No: Commissioner Bawden.
