Assessor's referred to Item #13 of the findings which indicates that the proposed rezoning <br />will not impair market value of surrounding property. <br /> <br />Ms. Frolik replied that the City Assessor has submitted a written comment indicating that <br />rezoning Juniper Woods to Urban Residential will not impair market value of surrounding <br />property. <br /> <br />Dorothy Stadfelt inquired if there will be restrictive covenants for Juniper Woods. <br /> <br />Chairman Zimmerman replied that it can be recommended that City Council urge the <br />developer to create restrictive covenants for Juniper Woods. <br /> <br />Dorothy Stadfelt - Requested that the City Engineer's letter to the Planning and Zoning <br />Commission dated May 3, 1988 regarding impacts of extending utilities to Outlot B, Rum <br />Acres Estates (Juniper Woods) be made a part of the findings of fact. <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner Bawden to add an <br />Item #14 to the proposed findings of fact indicating that on July 18, 1989, the developer <br />indicated that the total number of building sites to be developed in Juniper Woods is 73. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />LaDue, Hendriksen and Terry. Voting No: None. Absent: Commissioner Shumway. <br /> <br />Motion by Chairman Zimmerman and seconded by Commissioner Terry to add an Item #15 <br />to the proposed findings of fact incorporating by reference the City Engineer's letter to the <br />Planning and Zoning Commission dated May 3, 1988 regarding impacts of extending <br />utilities to Outlot B, Rum Acres Estates (the proposed Juniper Woods). <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Bawden, Deemer, <br />LaDue, Hendriksen and Terry. Voting No: None. Absent: Commissioner Shumway. <br /> <br />Dorothy Stadfelt - Inquired as to when the plat development will begin and when the <br />MUSA expansion approval becomes effective. <br /> <br />Mr. Banwart stated that the plat development start date has not been determined; the MUSA <br />expansion became effective immediately (July 13, 1989). <br /> <br />Dorothy Stadfelt - Inquired if there are storm sewer improvements proposed for that lot <br />currently serving as a drainage area for Rum Acre Estates. <br /> <br />Mr. Knutson replied that there are storm sewer improvements proposed for the vacant <br />drainage lot; the storm sewer improvement will be a city project paid for by the developer <br />of Juniper Woods. The project will involve a brief interference to traffic flow at 151 st and <br />Juniper Ridge Drive; restoration of the roads must be paid for by the developer also. <br /> <br />Mr. Knutson also noted that at the urging of resident, Sue Damyanovich, he has revised the <br />Juniper Woods plat to relocate the street an additional 33 feet to the west to add more depth <br />between the Juniper Woods lots and the Rum Acres Estates lots to the east. <br /> <br />Lynn Richert - 15231 Waco Street N.W. - Stated that she lives on the comer of 153rd and <br />Waco and she is concerned with the additional traffic created by the development of Juniper <br /> <br />Planning & Zoning Commission/July 18, 1989 <br /> Page 9 of 11 <br /> <br /> <br />
