PLANNING AND ZONING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a special meeting on Tuesday, <br />September 19, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Gerald Zimmerman, Chairman <br />Roy Shumway (arrived 8:25 p.m.) <br />Terry Hendriksen <br />Charles LaDue <br />David Bawden <br />Ben Deemer <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br />Merland Otto/Hakanson Anderson <br /> <br />Members Absent: Michael Terry <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the special meeting to order at 7:40 p.m. <br /> <br />CITIZEN INPUT <br /> <br />None. <br /> <br />APPROVAL OF AGENDA <br /> <br />Motion by Commissioner Hendriksen and seconded by Commissioner LaDue to approve <br />the agenda with the following addition: <br /> <br />Case #14: <br /> <br />Discuss Pedestrian Crossing On St. Francis Blvd. (Hwy. #47) For <br />Access To River's Bend Park <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Bawden and Deemer. Voting No: None. Absent: Commissioners Shumway and Terry. <br /> <br />COMMISSION BUSINESS <br /> <br />Case g7.A: Review Proposed Amendment To Zoning Ordinance Regarding <br /> Waste Incineration: <br /> <br />Mr. Otto recalled that as a result of a proposal for a contract bum facility in Ramsey in <br />1988, the STERN Committee drafted an ordinance regarding waste incineration that was <br />deemed not being able to withstand a challenge in court and unconstitutional. The City <br />Attorney then worked with the STERN Committee to draw up a moratorium ordinance on <br />incineration which was in effect through June of 1989. The City is looking to replace that <br />ordinance and has two options.
