Commissioner Deemer stated that there is no saturation point because Ramsey's sugar sand
soil is ideal for evaporative septic systems.

Jim Acers - Inquired if the Commission could do a study to verify there is no saturation
point for septic systems.

Mark Banwart stated that City Code Chapter 150 spells out septic system requirements.
Consultants indicate that Ramsey can easily handle one dwelling per acre; the City's current
minimum lot size is 2.5 acres.

Chairman Zimmerman stated that even on one acre, there is sufficient room for 2 or 3 back-
up septic systems.

Mark Banwart stated that Jim Acers can find the information he is looking for regarding
septic systems by referring to the Comprehensive Plan updated January 26, 1989.

Jim Acers - Inquired as to the size of homes proposed to be constructed in Sorteberg's 6th
Addition.

Mark Banwart stated that City Code establishes a minimum square footage for homes and
he believes it is approximately 900 square feet; all contractors must meet that code.

Allen Sorteberg stated that the type of homes built will depend on the customer but he
guesses they will be similar to what he has already buik in the area.

Jim Acers - Stated that he then assumes Mr. Sorteberg has no plans to upgrade his
standards as far the type of homes he has built in the past few years.

Chairman Zimmerman stated that if the minimum standards in City Code are met, the City
cannot discriminate against the type of home that is constructed on a lot. If residents are
concerned about the type of homes to be built in a subdivision, they can approach City
Council to see if there is any interest in establishing a restrictive covenance for the plat.

ADJOURNMENT

Motion by Commissioner Deemer and seconded by Commission LaDue to adjourn the
public heating.

Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue,
Bawden, Terry and Deemer. Voting No: None. Absent: Commissioner Shumway.

The public heating adjourned at 8:00 p.m.

Respectfully submitted,

Sylvia Frolik
Planning Assistant

Mark Banwart
Community Development Director

Planning and Zoning Commission Public Hearing/October 3, 1989
Page 2 of 2
