Chairman Zimmerman requested that Mark Banwart obtain a report from the Anoka County <br />Soil Conservation District regarding the plat. <br /> <br />The Commission agreed that the front yard setbacks should be downsized in this case in <br />order to get the homes closer to the road versus the wetland. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to accept <br />the sketch plan for Trott Brook Ridge Addition and direct the subdivider to proceed to the <br />preliminary plat stage as per the City Engineer's report dated September 26, 1989. <br /> <br />Motion carded. Voting Yes: Chairman Zimmerman, Commissioners Hendriksen, LaDue, <br />Deemer, Bawden and Terry. Voting No: None. Absent: Commissioner Shumway. <br /> <br />Case #5: Request For Sketch Plan Review Of Sunfish Lake Estates <br /> Addition; Case Of Grayce Kalstad: <br /> <br />Mark Banwart stated that the proposed plat consists of 12.4 acres proposed to be platted <br />into 5 single family rural lots. The subject property is located on the west side of Sunfish <br />Lake. <br /> <br />The Commission proceeded to review the City Engineer's report dated September 26, <br />1989. <br /> <br />Grayce Kalstad was present and stated that she is requesting that the property be served <br />with municipal sewer and water because of the potential contamination from the landf'fll. <br /> <br />Mark Banwart stated that the procedure would be for Grayce Kalstad to submit a letter to <br />the City formally requesting that the subject property be included in the MUSA boundary <br />because of groundwater contamination. <br /> <br />Chairman Zimmerman noted that there is no public access to the property from Sunfish <br />Lake Blvd. as Sunfish Lake Drive is currently a private driveway. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Hendriksen to table <br />action on Grayce Kalstad's request for sketch plan review of Sunfish Lake Estates Addition <br />until the public access issue is resolved. <br /> <br />Further Discussion: Commissioner Hendriksen suggested that in the interim, the plat <br />should be forwarded to the Park and Recreation Commission for review and that <br />consideration be given to acquiring property to provide public access to Sunfish Lake. Jeff <br />Caine disagreed with tabling action on the sketch plan and noted that Grayce Kalstad is not <br />going to spend money on a preliminary plat until she knows where the public access will <br />be. <br /> <br />Commisioners Deemer and Hendriksen withdrew their motion to table action on the <br />Sunfish Lake Estates sketch plan. <br /> <br />Motion by Commissioner Bawden and seconded by Commissioner Terry to approve the <br />sketch plan of Sunfish Lake Estates Addition and direct the subdivider to proceed to <br />preliminary plat stage as per the City Engineer's review dated September 26, 1989. <br /> <br />Planning and Zoning Commission/October 3, 1989 <br /> Page 6 of 11 <br /> <br /> <br />
