PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Monday, <br />November 6, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota regarding Gerald Bauer's request for preliminary plat approval of Trott <br />Brook Ponds Addition. <br /> <br />Members Present: <br /> <br />Mr. Terry Hendriksen, Acting Chairman <br />Mr. Ben Deemer <br />Mr. Charles LaDue <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br /> <br />Members Absent: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Roy Shumway <br />Mr. David Bawden <br /> <br />CALL TO ORDER <br /> <br />Acting Chairman Hendriksen called the public hearing to order at 7:43 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Banwart stated that the proposed plat of Trott Brook Ponds Addition has been through <br />sketch plan review by the Planning and Zoning Commission and the Park and Recreation <br />Commission has recommended acquisition of a number of areas within the plat for park <br />dedication. The plat is now being resubmitted as a Planned Unit Development (P.U.D.). <br />A P.U.D. is a process whereby the subdivider can downsize the lots as long as the overall <br />density (one unit per 2.5 acres) is maintained because there is something intrinsically <br />different about the parcel. In this case, the protected wetlands are the intrinsic feature. The <br />proposed plat will be compatible with most of the surrounding neighborhoods and will <br />preserve the wetland in the area. <br /> <br />CITIZEN INPUT <br /> <br />Gerald Bauer was present. <br /> <br />Wayne Davis - 6530 Green Valley Road - Stated that he owns land adjoining the proposed <br />plat; he is not in favor of downsizing the lots; and the developer should be required to <br />provide access to landlocked parcels in the area. <br /> <br />Mr. Banwart replied that Gerald Bauer has provided for a connection to the basic group of <br />landlocked parcels.
