Wayne Davis - Stated that in lieu of Gerald Bauer's project, it would make sense for those <br />landlocked parcels to plat their properties at this time in order to plan for access to them. <br /> <br />Gerald Bauer stated that the owners of the subject parcels reside all over the United States <br />and coordinating a subdivision of those landlocked parcels now would be very difficult. <br />Gerald Bauer then referred to Wayne Davis' suggestion that he provide roads to the <br />landlocked parcels and stated that he has complied with the City's requirement to provide <br />for an access up to the subject area to accommodate future development of it but he doesn't <br />feel it is his responsibility to construct the roads into those parcels. <br /> <br />Commissioner Hendriksen inquired if Mr. Wayne Davis would be interested in <br />participating in dedicating an easement and the cost of road construction so that his property <br />would not be landlocked. <br /> <br />Wayne Davis - Replied that he doesn't have any immediate plans to develop his land but he <br />is concerned that access be provided to it in order that it can be developed in the future. <br /> <br />Glen Semanko - 6311 169th Lane N.W. - Stated that he has lived south of the proposed <br />Trott Brook Ponds Addition for 11 years and has derived a great deal of pleasure from the <br />area open spaces and protected wetlands. Glen stated that his family anticipated <br />development coming at some point but assumed that day would be even further into the <br />future with the City's adoption of 4 in 40 density zoning; Now there is a plat being <br />developed with lots that don't even meet the current 2.5 acre minimum size. Glen inquired <br />as to how the developer is allowed to include the protected wetland in the overall plat <br />acreage in order to meet the 2.5 acre density requirement. Glen stated that the protected <br />wetlands should be deducted from the plat's total land area and not used as a credit towards <br />meeting density requirements. <br /> <br />Beverly Semanko ~ 6311 169th Lane N.W. - Stated that she is concerned with the <br />downsized lots to be developed in Trott Brook Ponds; that she feels the wetland should not <br />be used as a credit towards total land area to meet minimum density requirements; that she <br />is concerned with the standard of homes to be built in Trott Brook Ponds and the <br />possibility of homes being built without garages and adding to the City's junk car problem. <br /> <br />Mr. Banwart again explained the concept of P.U.D.'s as being one that allows for <br />downsizing of lots because of some unique feature in the land as long as the overall density <br />is maintained and 20% of the land area is dedicated as open space. Mr. Banwart also noted <br />that City code establishes minimum house sizes but does not require garages. Mr. Banwart <br />stated that the concerned residents could approach the developer to determine if he is <br />agreeable to establishing restrictive covenants for the subdivision that would establish <br />house standards that exceed those required by City Code. <br /> <br />Gerald Bauer stated that the first lots to be sold cover the cost of land development; a <br />developer's profit margin is derived from the final lots that are sold; an intelligent developer <br />will do a good job on the first phase of development in order to increase the land values of <br />the final lots to be developed. <br /> <br />Beverly Semanko - Noted that power lines run through the subject property and inquired if <br />they are a health hazard to future residents of that area. <br /> <br />Planning and Zoning Commission Public Hearing/November 6, 1989 <br /> Page 2 of 4 <br /> <br /> <br />
