Gerald Bauer replied that REA has indicated that there is no documentation stating that
power lines are a health hazard.

Bernadine Maro - 6415 172nd Lane N.W. - Stated that she is concerned that the smaller
lots will not adequately support on-site septic systems and result in the need to bring city
sewer and water to the area.

Mr. Banwart pointed out the MUSA area on a map and stated that the subject area is several
miles away from the MUSA boundary and 20-30 years or more away from having city
sewer and water.

Commissioner Hendriksen stated that development of the proposed plat will not accelerate
city sewer and water to the area.

Sluka Majeski - 6410 172nd Lane N.W. - Inquired what area of the proposed plat will be
the first to be developed.

Gerald Bauer replied that the City will probably require the frrst phase of development to be
in that area of the plat closest to the Majeski residence in order to provide for a major
connection in streets.

Karen Vander Lee - 6353 169th Lane N.W. - Stated that she lives directly south of the
proposed development; that she has already relocated once in Ramsey to get away from
development, but by comparison from a density standpoint, Gerald Bauer's development is
wonderful. Karen stated that it seems the Ramsey City Council wants to turn Ramsey into
mid-town Manhattan. Karen stated that she is concerned with smaller lots being developed
next to her and what will be developed on small lots versus what would be developed on
larger lots. Karen stated that she doesn't feel the protected wetland should be used as credit
towards meeting the overall density requirements on the plat; that the developer is taking
advantage of a State law and using wetlands to increase the total land area in order to be
able to develop more lots. Karen stated that she doesn't have a drainage problem but the
area is wet and she is concerned that adding fill to the southwest comer of the plat in order
to develop it will create drainage problems on her property.

Lyle Reynolds, Mr. Bauer's engineer, replied that the preliminary plat will address
drainage plans. Mr. Reynolds referred to the protected wetland on the property and stated
that Mr. Bauer could have platted out the wetland by making it a part of adjacent lots and
then the wetland would have been owned by the lot owners; by platting the land as a
P.U.D., Mr. Bauer has preserved the wetland as open space that will not be owned and
controlled by private individuals.

Karen Vander Lee - Stated that including the wetland as part of the lots would have
maintained the 2.5 acre minimum lot size and no matter who owns the wetland, there are
restrictions on it's use.

Tom Wright - 17105 Nowthen Blvd. N.W. - Stated that Metro Council is trying to
maintain Ramsey's rural character with density zoning and now the City is trying to rush
plats through before the density law goes into effect. Tom stated that he would like the
City Council to give some serious thought to maintaining Ramsey's rural atmosphere and
that he is opposed to the idea of developing trail systems and allowing developments that
wipe out wetlands. Tom Wright stated that he doesn't believe that sewer and water is not

Planning and Zoning Commission Public Heating/November 6, 1989
Page 3 of 4
