PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public hearing on Monday, <br />November 6, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota regarding Mr. Irv Carr's request for preliminary plat approval of Carr <br />Addition. <br /> <br />Members Present: <br /> <br />Mr. Terry Hendriksen, Acting Chairman <br />Mr. Ben Deemer <br />Mr. Charles LaDue <br />Mr. Michael Terry <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br /> <br />Members Absent: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Roy Shumway <br />Mr. David Bawden <br /> <br />CALL TO ORDER <br /> <br />Acting Chairman Hendriksen called the public hearing to order at 8:53 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Banwart stated that this particular plat was initiated in May of 1988 and is now <br />proposed to be developed as a Planned Unit Development (P.U.D.). The plat consists of <br />200 acres and because of it's location on the Trott Brook, it is a text book example of a <br />P.U.D. The outlots in the plat consist of more than 50% of the plat area and will be <br />dedicated to the City for surface water management. The Northfork P.U.D. is located <br />south of the proposed project and the Autumn Heights P.U.D. is located to the east; <br />therefore, the proposed project is consistent with other developments in the area. Mr. <br />Banwart stated that the City will be receiving a formal application for rezoning to P.U.D. <br /> <br />CITIZEN INPUT <br /> <br />Irv Carr and his engineer, Ken Gust, were present. <br /> <br />Bill Ness - 8700 167th Lane N.W. - Inquired if there will be more than one road required <br />to serve the first phase of the development which consists of 18 lots. <br /> <br />Mr. Banwart replied that as part of the development agreement, the City can require at least <br />two access road in the initial phase. <br /> <br />Bill Ness - Noted that some of the lots do not meet the 200 foot frontage requirement. <br /> <br />Mr. Banwart replied that 200 feet of street frontage is required of lots in standard plats; this <br />plat is a P.U.D. for which allows for latitude in lot dimensions. <br /> <br />Planning & Zoning Commission Public Hearing/November 6, 1989 <br /> Page 1 of 3 <br /> <br /> <br />
