Bill Ness - Requested further explanation of the trail proposed through the area. <br /> <br />Mr. Banwart replied that two trails are proposed within the trail corridor; one will be <br />undeveloped and one will be bituminous. The time schedule for trail construction has not <br />been established. The City is looking at a total trail system of 20 miles and the cost of <br />development is estimated at $40,000 per mile. <br /> <br />Bill Ness - Inquired when Phase I of Carr Addition would be completed and when Phase II <br />would be initiated. <br /> <br />Mr. Banwart replied that the timing for plat development will be discussed during the final <br />plat stage and the drafting of the development agreement. Subsequent phases to Phase I at <br />this point are considered concept plans; subsequent phases are subjected to the same <br />platting and public hearing process as Phase I of Carr Addition has been. <br /> <br />Bill Ness - Inquired if Mr. Cart is considering establishing minimum house sizes for the <br />proposed plat. <br /> <br />Mr. Carr replied that he can't specify a minimum house size but he wants nice homes <br />developed in the area. <br /> <br />Barbara Ness - 8700 167th Lane N.W. - Inquired as to the price range of homes to be built <br />in the area. <br /> <br />Mr. Carr replied that the price range of the homes would be in keeping with the rest of the <br />area. <br /> <br />Dennis Strange - 8750 167th Lane N.W. - Inquired if the lots will be a minimum of 2.5 <br />acres in size. <br /> <br />Mr. Banwart replied that most of the lots will be less than 2.5 acres in size due to the fact <br />that a very substantial part of the plat will be dedicated to the City as open space. <br /> <br />Dennis Srange - Stated that before he lets Mr. Carr develop $75,000 homes next to his <br />$150,000 home, he will get the neighbors together and buy Mr. Carr's property. <br /> <br />Mr. Carr stated that the average home price today is $87,000; he is suggesting that the area <br />would be developed with $75,000 homes on $25,000 lots which brings the average home <br />price in his subdivision to $100,000. <br /> <br />Dennis Strange - Inquired if 167th Avenue N.W. will be extended to serve Carr Addition. <br /> <br />Mr. Banwart replied that 167th would be extended. <br /> <br />Dennis Strange - Inquired as to how Mr. Carr can develop any size lot he chooses just <br />because he dedicated a lot of property to the City. <br /> <br />Mr. Banwart replied that Mr. Carr is applying for a rezoning to Planned Unit Development <br />(P.U.D.) and there will be a separate hearing relating to the rezoning. <br /> <br />Planning & Zoning Commission Public Hearing/November 6, 1989 <br /> Page 2 of 3 <br /> <br /> <br />
