PLANNING AND ZONING COMMISSION <br />PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning Commission conducted a public heating on Tuesday, <br />December 5, 1989 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota regarding Mr. Jack Miller's request to rezone the proposed plat of <br />Rum River Bluff Addition from R-1 Rural Residential to Planned Unit Development. <br /> <br />Members Present: <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Mr. Roy Shumway <br />Mr. Ben Deemer <br />Mr. Michael Terry <br />Mr. Terry Hendriksen <br />Mr. David Bawden <br />Mr. Charles LaDue <br /> <br />Also Present: <br /> <br />Community Development Director Mark Banwart <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public heating to order at 8:46 p.m. <br /> <br />CITIZEN INPUT <br /> <br />Mr. Greg Frank, engineer present representing property owners Les and Jack Miller, stated <br />that the street alignments in the proposed plat have been revised per the Commission's <br />direction to connect with Oneida Street and Juniper Ridge Drive. The proposed PUD <br />consists of 68 lots ranging in size from 2.5 acres to one acre. Overall, the plat meets the <br />one unit per 2.5 acre density requirement. Mr. Frank proceeded to describe the areas <br />proposed for trail and park purposes. Mr. Frank also noted that the property includes an <br />island that is privately owned and which the developer would like to donate to the City for <br />park purposes; access to the island would be via river traffic only. <br /> <br />Deborah Prunty - 4720 153rd Lane - Stated that the proposed park area adjacent to the river <br />floods and it is impossible to access. <br /> <br />Greg Frank - Stated that the proposed area would be passive park. <br /> <br />Vicki - 4760 153rd Avenue - Stated that she has lived in the area 15 years, and the subject <br />area has been under water 4 times. <br /> <br />Greg Frank - Noted that a lot of the water will be intercepted by the storm sewer system. <br /> <br />Dorothy Stadfelt - 15111 Juniper Ridge Drive - Stated that access to the proposed park area <br />will be impossible because of steep slopes. <br /> <br />Greg Frank - Stated that the developer would just as soon keep this particular area private <br />but the City has requested that it be dedicated for parks to continue the trail system. <br /> <br />Planning & Zoning Commission Public Hearing/December 5, 1989 <br /> Page 1 of 3 <br /> <br /> <br />
