Councilmember Wise arrived at 7:10 p.m. <br />The Council discussed the recommended precinct locations and asked questions of City Clerk <br />Thieling who advised that more than one precinct can be accommodated within one polling <br />location. The Council acknowledged the benefit of assuring longevity of polling locations to <br />assure voters are not confused about the proper location or discouraged from voting. <br />Motion by Mayor Ramsey, seconded by Councilmember Wise, to adopt Resolution #12 -03 -041 <br />Establishing Precinct Boundary Lines and Polling Places for the City of Ramsey. <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Wise, Backous, Elvig, McGlone, <br />Strommen, and Tossey. Voting No: None. <br />Mayor Ramsey recognized students in the audience and invited both to introduce themselves. <br />Anoka High School students Abby Backous and Amy Jeffrey introduced themselves and <br />indicated they are in attendance as part of a government class. <br />7.02: Consider Policy for the Sale of City Owned Lands <br />Administrative Intern Brama reviewed the staff report and requested feedback on sufficiency of <br />notification and general direction on marketing properties for sale. <br />City Attorney Goodrich advised of three potential properties the City could be successful in <br />negotiating for release of park dedication requirement and obtain title. The intent is to obtain <br />agreement to voluntarily remove the park dedication restriction, market the properties as defined <br />by Administrative Intern Brama, and the City retain sale proceeds. If a sale is approved, it would <br />require adoption of an ordinance. <br />The Council discussed the need for a written policy defining the rationale under which the <br />Council may decide to sell publicly -owned property and the process that would be implemented <br />to carry out that decision. It was noted the documentation created during the Council' s study <br />over the past year has laid the groundwork for a policy; however, it was not drafted as a formal <br />policy. <br />City Administrator Ulrich agreed those items have been laid out and can be compiled into a <br />written policy to clearly indicate under what cases the Council will consider sale of publicly - <br />owned land. <br />Motion by Councilmember McGlone, seconded by Councilmember Strommen, to postpone <br />consideration to the next meeting to allow time for staff to draft a formal policy and procedure <br />for sale of City -owned lands. <br />Further discussion: Bryan Lerdall, 7030 - 171s Avenue NW, stated his opinion that additional <br />study was needed before determining Peltzer Park was underutilized and his intent to make <br />additional comments at the next meeting. The Council discussed which process would best <br />delineate the rationale for selling publicly -owned land. Staff was asked to provide a <br />City Council / March 27, 2012 <br />Page 5 of 8 <br />
