Kirk Corson was present represent Hokanson Construction and referred to Commissioner <br />Deemer's concerns expressed on December 5 regarding William Louck's subdivision of <br />property north of the proposed Heatherwood Hills in 1985 to create Duff and Towle <br />Addition and the intent for there someday to be a road on the south boundary of that <br />addition. Kirk stated that Sean Towle has indicated that he will be making his feelings <br />known regarding the City's previous intention for a road between Duff and Towle and <br />what will now be Heatherwood Hills. <br /> <br />Kirk Corson noted that Outlots A and B on the plat are located south of Trott Brook and <br />will be offered for purchase to the owners of adjoining property south of Heatherwood. <br /> <br />Chairman Zimmerman expressed concern that all of the lots in Heatherwood will have <br />adequate soils to support on-site septic systems. <br /> <br />Kirk Corson stated that the developer will do whatever is necessary to meet City Code <br />requirements for buildable lots; up to this point, the soils engineer has indicated that all of <br />the lots meet the one acre minimum high ground requirement. <br /> <br />The Commission proceeded to review the City Engineer's report dated December 5, 1989. <br /> <br />Kirk explained that the reason the park areas on the plat are designated as outlots versus <br />park was to allow the City the flexibility for alternative uses of the property. <br /> <br />Mr. Banwart stated that he would obtain an opinion from the City Attorney regarding <br />designating park areas as outlots versus park. <br /> <br />Chairman Zimmerman suggested that some consideration be given to creating an access to <br />Hwy. g47 on the north boundary of the plat and reversing the direction of the cul-de-sac in <br />the northeast section of the plat so as to eliminate the Hwy. #47 access as it is currently <br />proposed. Chairman Zimmerman noted that the economics involved with creating an <br />access onto Hwy. #47 where it is presently planned that will meet Mn/DOT requirements <br />will force the developer to seriously consider developing the access onto Hwy. #47 on the <br />northern boundary of the plat. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner Commissioner Bawden <br />to recommend that City Council approve the preliminary plat for Heatherwood Hills <br />contingent upon compliance with items contained in the City Engineer's report dated <br />December 5, 1989; granting a variance to cul-de-sac length (Osium Street) on Block 6; <br />providing a drainage plan for Block 3; providing resubdivision plans; establishment of a <br />covenants prohibiting structures on Outlots A and B; providing a right turn in lane and a left <br />turn by pass lane on Hwy. #47; and an additional review of the plat by the Planning <br />Commission prior to final plat approval. <br /> <br />Motion carried. Voting Yes: Chairman Zimmerman, Commissioners Deemer, Bawden, <br />LaDue and Terry. Voting No: None.
