Option C will meet assessing standards as set forth by the
International Association of Assessing Officers. See attached position analysis for duties that
would be pedormed by the Property Development Clerk. * denotes tasks that are not currently
being done. Tasks taken from City Assessor and Building Official have been added to the position
analysis of the Property Development Clerk and crossed off of the City Assessor and Building
Official position analysis. A copy of the position analysis of the City Assessor and the Building
Official are also attached for reviewal.

Concensus in the Community Development Department is that they would gain the most for the
dollars by Option C. The addition of one full-time individual in the department would provide
service to the community (by way of question response to citizens) and continuity to the
department during the absence of the Building Official and City Assessor (when on inspections).
The Property Development Clerk would be able to handle routine questions that require a
significant portion of the Building Official and the City Assessor's time at a cost of
approximately $8.55 per hour, rather than $13.61 and $14.69 per hour respectively.

Requirements making the position of Property Development Clerk a salary grade 1.5 are the
expectations that the person will have some experience in building. They will also have
familiarity with half-section maps, plat maps, address maps and sequencing, building codes,
identifying P.I.N.'s, and assisting the Building Official with address assignment as per county
grid system.
