Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt <br />Ordinance #90-1 which is an Ordinance prohbiting lewd conduct. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #2: <br /> <br />Consider Amending Ordinances Regulation Hours Of Operation <br />Of Off-Sale And On-Sale Intoxicating Liquor Establishments: <br /> <br />Mr. Goodrich stated that effective April 25, 1989, the Minnesota legislature expanded the <br />hours of operation for off-sale liquor establishments to include New Years Day and <br />Independence Day and for on-sale liquor establishments to stay open until 1:00 a.m. on <br />Mondays versus 12:00 a.m. on Sunday evening. Ramsey's ordinance adopts State statute <br />by reference and therefore, local on and off-sale establishments were recently allowed to be <br />open until 1:00 a.m. on Mondays and New Years Day. Mr. Goodrich noted that if Council <br />disagrees with State statute, it can adopt an ordinance amendment to be more restrictive <br />than the State. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to direct City <br />Staff to draft an ordinance to expand hours of operation at off and on-sale liquor <br />establishments in accordance with State statutes. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Cich and <br />Peterson. Voting No: CouncilmemberPearson. <br /> <br />Case #3: Street Maintenance Assessment Policy: <br /> <br />Per Council's direction of December 12, 1989, Mr. Hartley presented a proposed <br />ordinance to estabish a policy of 50% City participation in street reconstruction/overlays <br />and the second and subsequent sealcoating applications. <br /> <br />Councilmember DeLuca directed Mr. Hartley to amend Section 1.A of the proposed <br />ordinance to clearly indicate the City's policy with respect to reconstruction of MSA roads. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to introduce <br />Ordinance #90-X, as amended, to reflect 50% City participation in street <br />reconstruction/overlays and second and subsequent sealcoating applications. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #4: Goals For 1990 And Beyond: <br /> <br />In response to Mr. Hartley's question, City Council directed Mr. Hartley to schedule a <br />1990 strategic workshop session in the early part of March on a weekday evening. Each of <br />the Commission chairpersons should be invited to participate in the planning session. In <br />preparation for that, each of the Commissions should be provided a copy of the draft <br />'Opportunities for the 90's' on which to base their intput to the planning session.
