Mr. Hartley and City Council proceeded to review the draft 'Opportunities for the 90's' and <br />the following suggestions were incorporated: reversal of 4 in 40 density zoning; remedy <br />plat inaccuracies at local and County level (i.e., road misalignments, development on <br />easements and park property, etc.); evaluating safety at intersections (especially at 167th <br />and Hwy. #47 and 167th and Cry. Rd. #5); expansion of summer programs at parks and <br />development of a program for high school and college students to earn credits for <br />supervising expanded summer programs; continuation of seasonal, part-time employment <br />programs for youth and possibly senior citizens also; development of a yard waste compost <br />site; escalate efficiency of bruschipping program; establish benchmarks for air, water, soil <br />and noise; refine a program for replacing city vehicles; develop a property address/PIN <br />cross reference file in the computer; extra effort to educate the public with regards to fire <br />safety, child safety, burglary prevention and drug abuse; employee cross-training; decrease <br />volume of Council agendas; reversal of clerk of court mandate for trial hearings at <br />Columbia Heights facility; pursue YMCA facility in Ramsey; televise community education <br />programs on cable T.V.; sealcoating services provided through City general fund; status of <br />ski hill; expand recycling programs; promote Ramsey's identity and economic growth; <br />reasonable code enforcement; new public works facility; expansion of City Hall facility; <br />completion of east/west corridor (153rd Avenue); pedestrian safety; expand Ramsey clean <br />up day; review minimum house size code; develop data base of underground tanks and <br />wells; preservation of natural resources -- rivers. <br /> <br />Case #6: Receive Report From Personnel Committee Regarding Hiring <br /> Two Police Officers: <br /> <br />Councilmember Peterson reported that earlier this evening, the Personnel Committee met <br />and per the Police Chief's recommendation, recommended that City Council offer the <br />positions of police officer to Mark McDonough at 93% of top patrol rate and William Nace <br />at 79% of top patrol rate with certain contingencies. Councilmember Peterson noted that <br />Mark McDonough has 6 years experience and if accepted, this will be William Nace's first <br />assignment as a licensed police officer. <br /> <br />Mayor Reimann stated that he thought the understanding was to hire two rookie officers <br />and as soon as Chief Auspos had a change in plan, he should have notified City Council or <br />at least the Personnel Committee of same. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Peterson to accept <br />the recommendation of the Police Chief and the Personnel Committee and contingent upon <br />satisfactory interviews with the City Council, offer police officer positions to Mark <br />McDonough at 93% of top patrol rate and William Nace at 79% of top patrol rate with <br />conclusion of background investigations and satisfactory physical and psychological <br />examinations, which may or may not include a pre-employment substance abuse test. <br /> <br />Further Discussion: Councilmember DeLuca stated that the final decision to make offers of <br />employment should be made after all testing, examinations and investigations are <br />completed. Mr. Hartley noted that even if the testing and examinations are not completed <br />until after the officers are hired, they can be released from employment because of <br />unsatisfactory test results because they will be within that one year probationary time <br />frame. <br /> <br />City Council/January 9, 1990 <br /> Page 6 of 8 <br /> <br /> <br />
