COUNCIL BUSINESS (CONTINUED) <br /> <br />Case #1: Interview Police Officer Candidates (Continued): <br /> <br />Motion by Councilmember Cich and seconded by Mayor Reimann to declare satisfactory <br />interviews with Mark McDonough and William Nace for the two police officer positions <br />and that based on the background information and the efforts of the search committee, to <br />reaffirm City Council's past action to direct that offers of employment be made. <br /> <br />Further Discussion: Councilmember Pearson noted that Mark McDonough has 6 years <br />experience and it was the City's intent was to hire two rookies. Mr. Hartley replied that <br />during the budget cycle, the hiring of two police officer rookies was discussed. At City <br />Council's last meeting, Chief Auspos reported that during the application review and <br />applicant interview processes it was determined that based on Mark McDonough's <br />qualifications it would be in the City's best interest to hire one rookie and one officer with <br />experience. Mr. Hartley noted that City Council is not obligated to accept the <br />recommendation of Chief Auspos. Mayor Reimann stated that this issue has been <br />previously discussed with Chief Auspos and if the police department has found an <br />applicant they feel they can and want to work with, then he will support the <br />recommendation. Mayor Reimann did confirm that Chief Auspos changed the criteria to <br />search for two rookies in mid-stream and should have notified at least the Personnel <br />Committee right away. Councilmember Pearson inquired if hiring one experienced officer <br />will be within the budget. Mr. Hartley replied that the hiring of the experienced officer will <br />be within budget for 1990 but will exceed budget for the next two years by approximately <br />$4,000 because of accelerating Mark McDonough's 3 year to top patrol schedule. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #3: Reschedule February 27, 1990 City Council Meeting Date Due <br /> To Political Party Precinct Caucuses: <br /> <br />Mayor Reimann requested that City Staff provide desk calendars in the Council chambers. <br /> <br />In lieu of precinct caucuses scheduled for February 27, 1990, City Council rescheduled the <br />regular City Council meeting to Monday, February 26, 1990. <br /> <br />Case #2: Landfill/Site P Considerations: <br /> <br />Mr. Hartley stated that as a result of the Solid Waste Management Act, each of the counties <br />in the metro area had to select potential sites for additional landfills. Those sites are now <br />being discussed as regional sites within the metro area versus county sites. Three sites <br />were selected in Anoka County, one of which is in Ramsey (Site P). MPCA was directed <br />to determine whether or not the selected sites were suitable. Site P did not meet the criteria <br />but was declared intrinsically suitable. Environmental Impact Statements (EIS) are now <br />being prepared on all of the sites and should be available by April 1. When the EIS is <br />issued, Ramsey has 90 days to respond to the contents. Following that, the County must <br />respond to Ramsey's comments. If the County's response is acceptable, the County can <br />declare the EIS as adequate and complete. Declaration of complete EIS will start the time <br />clock for the Siting Authority to determine whether or not there will be a landfill site in <br /> <br />City Council/January 16, 1990 <br /> Page 3 of 7 <br /> <br /> <br />
