Motion by Councilmember Pearson and seconded by Councilmember DeLuca to adopt <br />Resolution ~90-01-8 formally declaring the City's position and authorizing the expenditure <br />of funds for landfill related activity. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br />Mr. Hartley stated that the draft ordinance prepared by staff to establish reasonable control <br />over operation of landfills in the City was submitted to Metro Council for review. Metro <br />Council's review was negative, yet most of what was drafted was taken right from Metro <br />Council policy and State laws. <br /> <br />Motion by Mayor Reimann and seconded by Councilmember DeLuca directing City Staff to <br />revise the draft solid waste ordinance, prepare it for introduction and submit it for formal <br />review. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Council recessed at 8:40 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 8:50 p.m. <br /> <br />Mr. Hartley stated that a resolution has been drafted listing those engineering firms eligible <br />to serve as consultants in the review of technical documents. <br /> <br />Councilmember Peterson suggested that HDR and Warzyn should have been considered <br />for inclusion on the list of consultants and price quotes should have been obtained from all <br />prospective consultants. <br /> <br />Mr. Hartley noted that HDR generated the site selection criteria for the County. <br /> <br />Mr. Otto stated that requests for cost proposals are typically quite detailed and at this point <br />there are too many unknowns to write request for cost proposals. In such cases, the <br />alternative is to select consultants based on qualifications and subject to negotiating a fair <br />fee once tasks are defined. <br /> <br />Councilmember Peterson stated that in the absence of specific cost proposals, obtaining rate <br />schedules from the various firms would be helpful information. <br /> <br />Mr. Otto noted that RMT is included on the proposed list of consulting firms and has <br />declined to work on the project from a team approach. <br /> <br />Mr. Hartley stated that he will obtain a qualifications statement from Warzyn and rate <br />schedules from all of the proposed consulting firms; upon receipt of an acceptable <br />qualifications statement from Warzyn, he will submit an additional resolution to Council for <br />consideration to include Warzyn as an eligible consultant. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to adopt <br />Resolution #90-01-9 authorizing the retention of DPRA, Hakanson Anderson Associates <br />and Wenck Associates as consultants for Site P document review and assistance. <br /> <br />City Council/January 16, 1990 <br /> Page 5 of 7 <br /> <br /> <br />
