Further Discussion: Councilmember Peterson inquired as to the procedure if it is <br />determined that Warzyn is more qualified than those firms listed in Resolution g90-01-9. <br />Mr. Hartley replied that the resolution gives the Mayor and City Administrator authority to <br />negotiate and enter into cost agreements. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Mr. Hartley requested direction from City Council regarding proceeding to work for <br />legislation which would help reestablish local control and environmental restrictions on <br />landfill siting and operation. <br /> <br />Councilmember Peterson stated that legislation should be sought to increase compensation <br />to hosting communities. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember DeLuca to direct <br />staff to proceed with initiating appropriate legislative action and monitoring, including <br />increasing compensation to hosting communities. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Mr. Otto stated that another action that should be pursued is to strengthen relationships with <br />permitting agencies who will review the candidate sites. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson directing City <br />Staff to work with permitting and review agencies on landfill issues. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Mr. Hartley noted that by January 23, 1990, Ramsey must appoint it's representative to the <br />Site Selection Authority. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson to appoint Ron <br />Jerich as the City's representative on the Site Selection Authority and to provide technical <br />support through City Staff. <br /> <br />iFurther Discussion: Councilmember Peterson suggested that Ramsey join in the alliance of <br />Coon Rapids and Andover to oppose the siting process. Mr. Otto noted that Coon Rapids <br />and Andover are in alliance because Site Q straddles those two communities. <br />Councilmember Cich suggested that since Anoka owns part of Site P that Ramsey join <br />forces with the City of Anoka. Mr. Hartley noted that Anoka has no reason to protect the <br />land they hope to sell. Mr. Otto stated that there is a tenuous alliance akeady among <br />affected communities to the end where something can be achieved that is mutually <br />acceptable to everybody, but the point in time may come where it is a case of you or me and <br />it's not going to be me; at that point, there will be a lot of shifting in alliance. <br /> <br />Motion carried.
