Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich
and Peterson. Voting No: None.

Mr. Raatikka stated that based on the new mileage, the City can add .92 miles of street to
it's MSA street system. The Road and Bridge Committee is recommending that Council
direct Staff to meet with Anoka to coordinate the extension of McKinley Street as an MSA
street.

By consensus, City Council reaffirmed a previous Council motion directing Staff to meet
with the City of Anoka regarding extension of McKinley Street as an MSA route and any
other shared issues of concern.

Councilmember Peterson referred to the issue of additional staffing in the Public Works
Department and stated that he cannot find adequate supporting documentation indicating
that hiring two additional persons in the Public Works Department was approved. The
documentation does support that the Budget Committee approved the hiring of one
additional person in lieu of ceasing to contract out for part of the park maintenance duties.
The Road and Bridge Committee has recommended that Mr. Mevissen review his
manpower needs for 1990 and meet with the Personnel Committee if there is justification
for an additional employee beyond the one budgeted for.

Case #10:

Consider Adoption Of An Ordinance Amendment To The Street
Maintenance Assessment Policy:

Mr. Raatikka recalled that on January 9, 1990, Council introduced an ordinance
amendment to reflect 50% City participation in street reconstruction/overlays and the
second and subsequent sealcoatings. Per Council's direction at that time, the proposed
ordinance has been revised to clearly define the policy with respect to
overlaying/reconstruction of MSA streets.

Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt
Ordinance #90-03 to reflect 50% City participation in street reconstruction/overlays and
second and subsequent sealcoating applications.

City Council/January 23, 1990
