CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a regular meeting on Tuesday, January 23, 1990 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Attorney William Goodrich <br />City Engineer Peter Raatikka <br />Community Development Director Mark Banwart <br />Finance Officer Sandra Ashley <br />Merland Otto/Hakanson Anderson Assoc.(arrived 8:35 p.m.) <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the regular City Council meeting to order at 7:48 p.m. and led in the <br />Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />William Proft - 8954 Hwy. #10 N.W. - Stated that he is opposed to snowmobiling activity <br />and he is curious to know what the City's intends to do with the correspondence received <br />from Representative Teresa Lynch regarding the potential to change Ramsey ordinances to <br />abolish snowmobile activity. <br /> <br />Mr. Hartley stated that he has provided Representative Lynch with a copy of the State laws <br />that govern use of snowmobiles on State Hwy. #10; those laws permit snowmobile traffic <br />in the highway right-of-way. If Representative Lynch is so inclined, she could draft <br />legislation to change those laws and lobby for their adoption and the City would be willing <br />to assist her in that effort. <br /> <br />William Proft - Stated that he has researched and he was of the understanding that cities are <br />given police power by the State of Minnesota to regulate traffice within their jurisdictions. <br /> <br />Mr. Hartley explained that 'within the city's jurisdiction' means roads and transportation <br />ways owned by the city; county and state roads are under the jurisdiction of Minnesota and <br />Anoka County. <br /> <br />William Proft - Stated that Humphrey's office provided him with a copy of State law that <br />says that a county, city or town may regulate operation of snowmobiles on public land <br />under their jurisdiction and streets and highways within their boundaries. <br /> <br />City Council/January 23, 1990 <br /> Page 3 of 16 <br /> <br /> <br />
