Mr. Goodrich stated that the same law to which Mr. Proft refers goes on to say that
counties, cities and towns may regulate snowmobile operations on county and state
highways within their boundaries provided such regulations are not inconsistent with other
State statutes which establish that other than hours of operation, local units of government
cannot disallow operation of snowmobiles on county and state highways.

William Proft - Stated that he doesn't understand why snowmobile activity must be allowed
to go past his home when there are many miles of official trails. Mr. Proft explained that
following snowfalls, he clears his driveway and snowmobile traffic pushes the snow back
onto the driveway; and that there have almost been some serious accidents because
snowmobilers cross his driveway without any regard that he or his wife may be entering or
exiting their driveway at the same time. Mr. Proft stated that he is going on record as
requesting the City to petition the State to change snowmobile laws.

Collin Sullivan - 6728 153rd Lane - Stated that he supports Mr. Proft's statements and that
he is having nuisance and noise problems in his neighborhood with ATV activity several
hours a day. Collin stated that he is discouraged that there is nothing he can do about
annoying ATV activity next door because the operators are on their own property. Mr.
Sullivan submitted a letter to City Council further explaining his concerns with ATV
activity in his neighborhood.

City Council directed that the Park and Recreation Commission review the issue of
snowmobile regulations and that the Commission be provided with copies of
Representative Lynch's letter to David Hartley, David Hartley's response letter to
Representative Lynch, a copy of Citizen Input comments from this particular City Council
meeting, and a copy of Collin Sullivan's letter to City Council.

APPROVAL OF AGENDA

Motion by Councilmember Pearson and seconded by Councilmember Cich to approve the
agenda with the following adjustments:

Add: Case #13.A: Acquisition Of Right-Of-Way For Waco Street N.W.

Case #13.B: Condemnation Of Property For 153rd Avenue N.W.
