Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt <br />Resolution #90-02-059 Resolution ordering preparation of right-of-way plans for Sunfish <br />Lake Drive/147th Street N.W. between Sunfish Lake Blvd. N.W. and Nowthen Blvd. <br />N.W. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #8: Bids For Council Chambers Table: <br /> <br />Mr. Hartley reported that the City received two bids for constructing a table for the Council <br />chambers; the low bidder was D&E Cabinets at $5,983.00 with the option for a $200 <br />deduction to use red oak instead of white oak. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Peterson to adopt <br />Resolution #90-02-060 awarding a contract for construction of a red oak table for Council <br />Chambers to D&E Cabinets & Millwork, Inc. in the amount of $5,783.00. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #9: Review Standards And Policies For Lower Rum River Water <br /> Management Organization: <br /> <br />Mr. Raatikka proceeded to review options for the administrative process relating to the <br />Lower Rum River Water Management Organization. Under one concept, the City would <br />review development proposals and issue permits to those meeting the requirements; those <br />not in compliance would be processed through the Water Management Organization for a <br />variance procedure. The second concept involves 'all proposals being submitted to the <br />Water Management Organization and their engineer making a r~ommendation to the Water <br />Management Board and the permit issued would be forwarded for inclusion along with the <br />City's permit. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Pearson to <br />recommend to the Lower Rum River Water Management Organization that an <br />administrative process be implemented in which the city is the permitting agency and the <br />Water Management Organization acts as the variance board. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Mr. Raatikka proceeded to review in detail the proposed guidelines drafted by the <br />membership in the Lower Rum River Water Management Organization. <br /> <br />City Council agreed with the guidelines as drafted with the exception of classification of <br />wetlands. The City Council consensus was that Class 1 wetlands should only include the <br />Mississippi and Rum Rivers; all lakes should be in Class 2. <br /> <br />Mr. Hartley requested that the Water Management Organization also discuss and agree on <br />the financing aspects. <br /> <br />City Council/February 26, 1990 <br /> Page 11 of 13 <br /> <br /> <br />
