Mr. Raatikka stated that the road condition is determined through observation and a surface rating
system from the University of Minnesota.

Pat Krizaj; 5470 - 155th Lane N.W. - expressed a concern about the road not lasting twenty years
and wanted to know when it was sealcoated. He wanted to see records and argued with Mr.
Raatikka the year the road was initially constructed. He wanted to know the reasons it didn't last
the twenty years as not even full size cars drive down the streets. He said there was no through
traffic ~ only the residents drive on the street.

Mr. Raatikka informed him that on the original street the project life span was 15 years as the
requirements for the 70's were not quite what they are today. The requirements have changed and
increased the life expectancy another five years with proper maintenance..

Pat Krizaj - asked if there were core samples available proving the road needs an overaly.

Mayor Reimann informed Mr. Krizaj that he has 60 days to submit a petition against the project.
He also stated that the City relies on Mr. Raatikka's expertise and he is qualified to give the right
information.

Mr. Raatikka explained again that the overlaying is proposed because the surface is deteriorating.

Gary Rose - asked about the projection on sewer and water coming in.

Mr. Raatikka stated that there is probably a minimum of 20 years before sewer and water can be
expected in Gary Rose's area.

Mr. Hartley commented that if a neighborhood doesn't request City sewer and water, it will not be
considered.

Gerry Joseph; 5311 - 156th Lane N.W., stated his concern was that if the newly overlayed roads
don't hold up the way they should, can something be written in the contract with the contractor that
it is their responsibility. He commented that he would like for the City Council and the City
Engineer to monitor the construction and if they don't meet specifications, they are responsible for
the cost.

Mr. Raatikka stated there is a one-year warranty and that it is monitored and checked during
construction.

Gerry Joseph - feels if the City is going to pick up 50% of the maintenance costs and that comes
from all the taxpayers, then there should be something detailed from the City to the contractor to do
quality work so it doesn't cost big money.

Mayor Reimann questioned Mr. Raatikka as to the road conditions of those roads constructed since
the thickness, etc. was increased. Mr. Raatikka stated there are a lot less problems with roads
constructed to upgraded standards.

Cliff Perry; 6134 - 158th Lane - stated his concern was the road curve; he said people take the
curve at 60 miles per hour now, so it would get worse when it's fixed. He also stated in the
winter, a lot of cars go off the roadway.

City Council Public Hearing/March 5, 1990
Page 3 of 4
