Mr. Raatikka stated that before the overlaying process is done, all the pot holes and cracks are <br />repaired. The overlay should last approximately 20 years if maintained properly with the <br />sealcoating, etc. Regarding the construction equipment, an entrance to the new development is <br />proposed at County Road//83. <br /> <br />Rod Reichard - said he was concerned with the end of his driveway. He said last time they <br />worked on the road, they ripped off the end of his driveway and he had to pay to have it fixed and <br />also to haul away the blacktop debris from the ditch. <br /> <br />Mr. Raatikka stated if adjustments have to be made to the end of the driveways, it would be done at <br />the same time as the road improvements. <br /> <br />Rod Reichard ~ agreed the blacktop was in very rough shape and that it obviously didn't last 20 <br />years; he's concerned about the expense; will it be any better and will it really last longer. <br /> <br />Councilmember Cich informed the Council he had received four or five calls stating the same <br />concerns. He suggested the City needs to watch the construction more closely so codes are <br />adhered to. <br /> <br />Mr. Raatikka said it is a possibility that years ago the standards for blacktop thickness were not <br />adequate. <br /> <br />Mr. Hartley informed the residents that part of the road investment is what's underneath the <br />blacktop; also, there is a definite risk in not doing any maintenance. The risk of real structure <br />damage comes into view and the cost is much greater. <br /> <br />Rod Reichard again stated his concern with the construction equipment for the development <br />coming in. <br /> <br />Mr. Raatikka assured him that when plat proposals come in, he would make sure that certain <br />entrances and exits for the construction equipment are written in the contracts. <br /> <br />Bill Hellerstedt, 8630 - 167th Lane N.W. - also expressed concern regarding the construction <br />equipment for the development coming in. He agreed it would be a good idea to have the entrance <br />off of County Road//83, which would also keep the traffic down in his neighborhood. <br /> <br />Mayor Reimann informed Mr. Hellerstedt that the Planning and Zoning Commission and the City <br />Council had looked at the traffic patterns. They don't like to leave property landlocked due to <br />emergencies (vehicles) etc. He did state however, the entrance of construction equipment would <br />be on County Road//83 and that that would be part of the plat approval. <br /> <br />Joe Schaefbauer, 8862 - 168th Avenue N.W., stated the sealcoating was done in 1983, and he felt <br />the weight restrictions will be ignored with other developments being built up. He feels the City <br />needs to enforce the restrictions. He is against the project. <br /> <br />Mayor Reimann and Mr. Raatikka explained the City is trying to save the road - if you let it go for <br />a few more years, you have to start from scratch again and the cost will be much greater.
