CITY COUNCIL <br />PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Monday, March 5, 1990 at the Ramsey <br />Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota regarding Project 4/90- <br />07 - overlaying streets in Autumn Heights Addition; Project//90-08 - overlaying streets in <br />Woodland Green Addition; Project//90-09 - overlaying streets in Halls Dover Acres Addition. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Richard Cich <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public heating to order at 8:15 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Raatikka listed the overlaying projects proposed and stated that these particular streets have <br />started to deteriorate and sealcoating wouldn't be effective. <br /> <br />Mr. Raatikka stated the total project cost for overlaying streets in Autumn Heights Addition would <br />be $64,927.00; the City would pay for one half of that total leaving $32,463.00 to be assessed; 53 <br />units are proposed to be assessed; the unit cost is $612.52 which amounts to $95.43 annually. <br /> <br />The total project cost for overlaying streets in Woodland Green Addition would be $58,640.00; the <br />City would pay for one half of that total leaving $29,320.00 to be assessed; unit cost is $563.85 <br />which amounts to $87.85 annually. <br /> <br />The total project cost for overlaying streets in Halls Dover Acres would be $37,437.00; the City <br />would pay for one half of that total leaving $18,718.00 to be assessed; unit cost is $584.95 which <br />amounts to $91.14 annually. <br /> <br />Mr. Raatikka stated that if the projects are approved, the assessment would appear on your <br />property taxes in May, 1991. Again, the residents have 30 days to pay the assessment with no <br />interest. <br /> <br />Rod Reichard; 8720 - 167th Lane N.W. - stated he had one of the first homes in the Addition and <br />if the street was put in in 1977, why does it have to be done again now. Was the standard for the <br />thickness of blacktop different then? He also stated he thought it had been overlayed back in 1984 <br />or 1985. He said the blacktop is coming off in chunks (he brought a chunk of blacktop in to <br />show). He also stated there is a development coming in behind his addition and what will happen <br />to the newly overlayed road with all the heavy construction equipment traveling back and forth on <br />it. <br /> City Council Public Hearing/March 5, 1990 <br /> Page 1 of 4 <br /> <br /> <br />
