Voting No: None. <br /> <br />Case #18: Voting Precinct Optical Scan Units. <br /> <br />City Administrator David Hartley distributed a memo from Arlene Stafford regarding the <br />voting precinct optical scan units. The Mayor and City Council read over the memo and <br />discussed a number of issues including the cost of the units, personnel required to work at <br />the elections, storage requirements and County support. <br /> <br />Motion by Mayor Reimann and seconded by Councilmember Cich to opt not to use the <br />voting precinct optical scan units for the 1990 elections. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Cich, DeLuca, Pearson <br />and Peterson. Voting No: None. <br /> <br />Case #19: Discuss Driveway Extension from Ramsey Municipal Center to <br /> 153rd Avenue N.W. and Construction of a Vehicle Compound <br /> Area for City Vehicles. <br /> <br />City Administrator David Hartley addressed City Council with regard to the proposal of <br />extending a driveway from Ramsey Municipal Center to 153rd Avenue N.W. and <br />construction of a vehicle compound area for city vehicles. With the Fire Department <br />vehicles now being housed in the fire barn, other City vehicles are being parked outside. <br />Some of these vehicles, particularly the police cars, are subject to vandalism. It has been <br />suggested that a vehicle compound area be constructed to protect these vehicles from <br />vandalism. It was also suggested that a driveway be extended from Ramsey Municipal <br />Center to 153rd Avenue N.W. A budget amendment would be required for a project such <br />as this. <br /> <br />City Council decided to table this issue to allow for an opportunity to research the most <br />economical method of providing for this project. This case will be placed on a subsequent <br />agenda for reconsideration. <br /> <br />Case #20: 4th Dimension Training <br /> <br />The 4th Dimension computer training for David Hartley and Stephen DeLuca took place on <br />March 1 and 2, 1990. This training was designed for intermediate level programmers. Mr. <br />Hartley is the only person on City staff with formal programming training. <br />Councilmember DeLuca was willing to volunteer his time to assist in creating data bases for <br />use at City Hall. The objective is to create multi-user data bases for land management, <br />license management, personnel records and Fire Department training records. The cost <br />savings to the City likely exceeds $30,000 if the required data bases were to be designed in <br />house with volunteer's time. <br /> <br />Councilmember Cich feels that programmers should be staff personnel, not elected <br />officials. Councilmember Cich also believed that funds were budgeted for programs and <br />programmers and that Hartley and DeLuca have gained personally from additional <br />educational opportunities. <br /> <br />Councilmember Peterson agreed that the situation could have been handled better. <br /> <br />City Council/March 27, 1990 <br /> Page 13 of 14 <br /> <br /> <br />
