Councilmember Pearson stated that there should be a fine for violation of the ordinance, but <br />it can be a cumbersome process, especially if the permittee uses more than one recreational <br />fire site such as on a large parcel of land. <br /> <br />Mark Banwart stated that both the DNR and the Minnesota PCA are in favor of the City of <br />Ramsey producing it's own forms for recreational burning permits. <br /> <br />City Council felt that the ordinance should be amended with regard to the use of pallet- <br />wood. <br /> <br />It was suggested that the cost for an annual permit be a token fee ofTen Dollars ($10.00). <br /> <br />This case was tabled in order to allow time to resolve some of the issues including the <br />procedure for prior notification, allowing the burning of clean pallets and a maximum <br />annual fee of Ten Dollars ($10.00). This case will be placed on a subsequent City Council <br />agenda for reconsideration. <br /> <br />Case #16: Tax Increment Financing. <br /> <br />Over the past two years the City of Ramsey has received requests for tax increment <br />financing assistance from the developers of Windemere Woods and Cedar Hills Additions. <br />Only very recently have we received such a request from the developer of Chestnut Hills <br />Addition which was necessary to make the project financially feasible. The Legislature is <br />currently considering major modifications to tax increment financing which will <br />significantly reduce the City of Ramsey's ability to use this tool to encourage developments <br />such as these. <br /> <br />A discussion ensued regarding the procedures of establishing Tax Increment Financing <br />District #5, modification of Tax Increment Financing District #2 and the cost of bringing <br />municipal utilities to these developments. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to adopt <br />Resolution #90-03-089 calling for a public hearing on the modification of the development <br />program for Development District gl, Modification of the Tax Increment Financing Plan <br />for Tax Increment Financing District #2; and adoption of a Tax Increment Financing Plan <br />for Tax Increment Financing District #5. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Case #17: Extend Recording Time Frame for Morton Addition. <br /> <br />Final plat approval of Morton Addition was granted by Ramsey City Council on November <br />28, 1989. The plat was not filed within the 120 day time frame due to delays, thereby <br />making an extension necessary. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to adopt <br />Resolution #90-03-088 granting an extension to the recording time frame for Morton <br />Addition. <br /> <br />City Council/March 27, 1990 <br /> Page 12 of 14 <br /> <br /> <br />
