FUTURE ASSESSMENTS <br /> <br />1990 assessment involved a substantial change from prior years. It redefined the assessment <br />process in the City of Ramsey by designatir~g zones or neighborhoods of similar type properties. <br />This was done to ensure equity in the assessment and future assessments, and to allow the <br />assessor to react to market changes in each individual neighborhood. Some of lhe problems that <br />may be involved with the redefinition of zones or neighborhoods may be: 1) Some inequity on <br />individual properties due to the lack of ability to inspect those properties and adjust inaccurate <br />physical data on those properties; 2) There may be some inequity due to the comprehensive <br />,~...[~.,re of the land adjustments due to the lack of ability to inspect all of the land in the City of <br />Ramsey; 3) There is a possibility of nonconforming neighborhoods in a zone or that one <br />neighborhood may be placed in the wrong zone. The only solution to these problems will involve <br />the physical inspection by the City Assessor of all of the properties in the City of Ramsey which <br />can only be done at a rate of 25% of the properties in the City per year, and citizen involvement <br />or feedback from the citizens in the individual neighborhoods providing much needed <br />information on the valuation of properties in their area. The strengths of the redefinition of <br />zones in the City of Ramsey may involve a resolution of past inequities in the tax burden of the <br />City and may restore equity to all properties in the City of Ramsey based on their individual <br />market values. <br /> <br />The facts being that 1990 was a year where the values were restructured, especially in the <br />residential real estate market, I anticipate little change in the 1991 assessment in that area. <br />One area of concern for the 1991 assessment is the commercially zoned properties which were <br />not inspected in 1990. In 1991, the commercial assessment will be completed and the values of <br />the properties there will be restructured. This is very important because sales ratio studies in <br />the commercially zoned area of Ramsey indicate that a more equitable assessment is required. <br />The reassessment of this commercially zoned area in Ramsey was not done in 1990 due to the <br />enormous amount of time which would be required to complete that assessment. There was not <br />enough time in 1990 to complete a restructuring of both the residential and commercial real <br />estate markets. <br /> <br />I hope this report gives you a better understanding of how the 1990 assessment was prepared, <br />why it was prepared with substantial changes from previous years and how these changes affect <br />future assessments.
