The last zone to be described would be Zone 0 which is all of the commercial zoned property in the City of Ramsey. Since there were not enough sales in the 1989 survey, the assessor pulled sales from the last three years. Therefore, each commercial lot was valued on an individual basis. Since most of the commercial areas couldn't be inspected in 1989, much of the commercial area or neighborhood was left as is based on the previous assessor's valuations for the 1990 assessment. The assessor did, however, inspect those commercial properties which were located in Sections 24, 25 and 36 as it was part of his 25% inspection area. In 1990, the inspection area will take care of the rest of the commercial properly in the City of Ramsey. This concludes the portion of the report on how the 1990 assessment was prepared. The 1990 assessment was prepared following standard assessment practice and using the guidelines set forth by accepted appraisal methods. Now I will comment on what the future will hold for future assessments, particularly 1991 assessment. 14
