The average value per acre of these properties <br />would be $10,300.00. The lot value indicated by the extraction method in Zone 8 resulted in a <br />lot value of $17,500.00. Since there is a wide variation between the $22,200.00 value <br />indicated by the vacant lot sales versus the $17,500.00 lot value by the extraction method, the <br />assessor investigated these sales more closely. The assessor found that many of the lot sales <br />which were involved in the sample were wooded lots, and that many of the sales which were <br />involved in the extraction method which were improved sales were not on wooded iots. Based on <br />these sales, the assessor found a matched pair for wooded lot versus an unwooded lot in this zone <br />or neighborhood and found that the market was paying $2,500.00 more for a wooded lot. After <br />adjusting sales in the sample above to arrive at an indicated value or average for an unwooded lot <br />in this zone, the value arrived at was approximately $19,500.00 per lot. Applying the 90% <br />multiplier to this value came to an indicated lot value of an unwooded lot in this neighborhood at <br />$17,500.00 which is the base value for this zone or neighborhood. The base lot size in this <br />zone is 2.5 acres because of the average in the table above and the fact that most of the <br />improvements built in this zone were required to have minimum lot size of 2.5 acres. Lots <br />substantially larger than 2.5 acres were valued at a per acre basis for the additional land. <br />The next zone or neighborhood to be discussed would be Zone 9. Zone 9 can best be described as <br />those properties located in the cluster homes of Flintwood Hills. Each of these houses is located <br />on a small lot with a common driveway shared with four properties. The improvements consist <br />almost entirely of split foyers of approximately 1,000 square feet or less in size with a two car <br />garage. Since no land sales of these individual lots existed in the 1989 survey, the only method <br />of arriving at a lot value would be the extraction method described previously.
