Mayor Reimann called the meeting back to order at 8:45 p.m. <br /> <br />David Baach - 6500 170th Lane N.W. - PIN 10-32-25-14-0020 - Stated that after listening <br />to people tonight, he is glad that he only got an 8% increase in property valuation. David <br />did inquire as to why Ramsey had an average 8% increase when the National inflation was <br />at 4%. David inquired as to who and what precipitated the increase. <br /> <br />Mr. Keefe stated that the valuations are based on what the market is paying. Mr. Keefe <br />also noted that he had a good data base to work from as there were over 320 home sales in <br />Ramsey last year. <br /> <br />David Baach inquired if property values were raised to make up for what is not happening <br />in River's Bend. <br /> <br />Mr. Keefe replied that the rate at which River's Bend fills in has nothing to do with <br />property values. <br /> <br />Mr. Hartley stated that the water tower is being paid for by a combination of water rates <br />and tax increment financing (TIF); TIF has something to do with property taxes, but only <br />in River's Bend; the tax revenue generated by the increased growth in that area is being <br />used to pay for the water tower versus going to the school district, city and county. <br />River's Bend was assessed for it's share of the trunk line and water tower. <br /> <br />Councilmember Pearson inquired if there are legal limits on how much a city can increase a <br />property valuation. <br /> <br />Mr. Keefe stated that there is no legal limit on how much property valuations can be <br />increased; there previously was a law that set limits but it was abolished because it <br />prevented properties that were valued substantially below the market from ever catching up <br />to their correct market value. <br /> <br />Gordy Starkey indicated that City Council, in it's capacity as Board of Review, cannot <br />reduce the city's aggregate property valuation by more than 1%. <br /> <br />Doloras Fleischer - 4249 Viking Blvd. N.W. - PIN 25-32-25-22-0003 (Fleischer's 2nd <br />Addition) - Stated that the subject property is 42 acres in size and 4 acres is wetland; that <br />last year's valuation was $77,400; this year it increased $97,000 to $174,000+; the subject <br />property was recently rezoned from B-1 to R-1 Urban Residential. <br /> <br />Mr. Keefe stated that he has the property size listed as 45 acres with 12% wetland; it is in <br />the MUSA area and the value placed on it was $.09/square foot, versus $.10/square foot, <br />because of the wetlands; this works out to approximately $3920/acre. Mr. Keefe <br />recalculated the valuation to $145,000 based on Doloras Fleisher's information regarding <br />the actual property size being 42 acres. <br /> <br />Doloras Fleisher - Referred to previous discussions regarding the valuation placed on river <br />lots in Oak Grove and noted that she recently sold a river lot in Oak Grove for $30,000; the <br />valuation was at $32,500. <br /> <br />David Tranby - 17220 Armstrong Blvd. N.W. - PIN 07-32-25-11-0004 - Stated that his <br />property valuation card indicates a value of $150,000; his 1990 property tax statement <br />indicates the property value is $234,000. <br /> <br />Board of Review/April 4, 1990 <br /> Page 5 of 9 <br /> <br /> <br />
