Gordy Starkey replied that the taxes due figure listed on the property tax statement is <br />correct but the property valuation indicated is not; the County is making necessary <br />corrections and mailing out revised property tax statements. <br /> <br />Mark Arnold - 16150 Dysprosium Street N.W. - PIN 13-32-25-23-0006 - Stated that his <br />property value increased $11,000; he has discussed the matter with Mr. Keefe but he <br />doesn't believe land values have increased this much. Mark Arnold stated that there is <br />another home in River's Bend that has a property valuation $500 less than his that has more <br />square footage and amenities. <br />City Council directed Mr. Keefe to schedule an appointment with Mark Amold to reinspect <br />13-32-25-23-0006. <br /> <br />Don Anderson ~ 144440 Bowers Drive N.W. - PIN 30-32-25-41-0010 - Stated that the <br />valuation on his vacant lot increased from $6,000 to $37,000; inquired if an out-of- <br />proportion lot sale on the high side could set a precedence for river lot valuations. <br /> <br />Mr. Keefe stated that if a lot sale is out-of-proportion, he does take that into consideration <br />when setting values; lots sales up and down the Mississippi River indicate a consistent <br />value. <br /> <br />Mr. Hartley stated that as the inventory of available river lots decreases, the demand <br />increases and this affects the market value. <br /> <br />Paul Bertils - 16700 Garnet Street N.W. - PIN 10-32-25-31-0008 - Stated that the value on <br />this incomplete home has been set at $73,100 and it will be listed for $79,900 when it is <br />completed. <br /> <br />Mr. Keefe stated that he has the home listed as 90% complete but would like to reinspect it. <br /> <br />City Council directed Mr. Keefe to schedule an appointment with Paul Bertils to reinspect <br />10-32-25-31-0008. <br /> <br />Paul Bertils - PIN 10-32-25-31-0014 - Stated that the value placed on this vacant lot is <br />$14,500; his other lots in the area have a market value of $3,100. <br /> <br />Mr. Keefe stated that the valuation on PIN 10-32-25-31-0014 is an error and will be <br />adjusted to $3,100. <br /> <br />Ed Daeger - 16451 Dysprosium Street N.W. - PIN 13-32-25-21-0017 - Stated that his <br />property valuation increased $16,800 and at this stage of his life, he doesn't need that from <br />Ramsey. Inquired as to who is Mr. John Keefe's employer. <br /> <br />Mayor Reimann replied that Mr. Keefe works for the City of Ramsey and it's citizens; he <br />was recently hired by the Mayor and City Council. <br /> <br />Ed Daeger - Stated that Mr. Keefe has no experience as a City Assessor and it appears he is <br />in an on-the-job training status because all of his assessments are based on averages and <br />sales; no consideration has been given to the practical aspects of assessments. If errors <br />were made in the past, it would be better to correct those errors over a period of time versus <br />one year. Ed stated that his experience as a fhe adjustor has taught him that each property <br />is different and has to be examined to add in the practical aspect. <br /> <br />Board of Review/April 4, 1990 <br /> Page 6 of 9 <br /> <br /> <br />
