Garage sales, consignments and boutiques are permitted without special permit provided they meet the following standards: a. Sales last no longer than five (5) days. b. Sales are held no more than twice yearly. Sales are conducted on the owner's property. Multiple family sales are permitted if they are held on the property of one of the participants. d. Directional signs may be placed on the street right-of-way. -- All directional and advertising signs shall be freestanding and removed within 24 hours after completion of the sale. All directional and advertising signs placed on private property shall have the owner's permission. go No directional or advertising sign may be larger than two feet by three feet (2'x3'). SECTION 3. SUMMARY The following official summary of Ordinance #03-__ has been approved by the City Council of the City of Ramsey as clearly informing the public of the intent and effect of the Ordinance. It is the intent and effect of Ordinance #03-__ to amend Ramsey City Code Chapter 9 (Zoning And Subdivision of Land), to repeal and replace the current Section 9.11.04 (Home Occupations) to establish when a permit is required, and to incorporate new language that will allow for the issuance of home occupation permits for certain commercial operations that are proposed to be conducted within accessory structures or garages on parcels in excess of 3 acres in size. SECTION 4. EFFECTIVE DATE The effective date of this ordinance is thirty (30) days after its passage and publication, subject to City Charter Section 5.07.
