George Lewandowski - 15333 Barium Street N.W. - George noted that all businesses must <br />register with the State of Minnesota and file for a tax number;, that information is a matter of <br />public record and the City could determine the owner of the book store through that means. <br /> <br />Mr. Goodrich stated that since April 23, he has not had the time to investigate who the <br />owner of the book store is. <br /> <br />Peggy Stoesz - 16901 Zirconium Street N.W. - Peggy stated that she is the owner of <br />Harolds Hardware and before beginning business, she had a lawyer see to it that she had <br />the right to own and operate a business in Ramsey. Peggy stated that she thought that <br />procedure was the law; she knows that liquor stores require a city license and that a gas <br />station was refused a permit in Ramsey. If there is not such a law, there should be one that <br />requires all businesses to register with the City before beginning operations. <br /> <br />Mike Svercl - 5620 149th Lane N.W. - Mike inquired as to why the City did not start <br />adopting some obscenity laws when the nude dancing entertainment began at Jimmy B's. <br /> <br />Mr. Goodrich replied that there is a State law against obscenity which the City has the <br />authority to enforce. In January of 1990, the City did adopt an ordinance concerning <br />nudity and other sexual activities; the City will be enforcing that ordinance if violations are <br />found. <br /> <br />Colleen Folkestad - Colleen inquired if the store would be charged and closed if obscene <br />material were sold to a person under 18 years of age. <br /> <br />Mr. Goodrich stated that the book store would absolutely be charged and closed for selling <br />obscene materials to minors. <br /> <br />Council recessed at 8:10 p.m. <br /> <br />Mayor Reimann called the regular City Council meeting back to order at 8:16 p.m. <br /> <br />Sharon Mager - 7260 152nd Lane N.W. ~ Sharon inquired as to why the last couple of <br />issues of the Ramsey Resident Newsletter did not include the regular article entitled <br />"What's Happening At City Hall". <br /> <br />Planning Assistant Frolik replied that with Earth Day, Keep America Beautiful spring <br />events and Arbor Day events, there were more articles than there was space in the <br />newsletter. However, there was not a sufficient amount of additional articles to justify <br />increasing the size of the newsletter; therefore, a decision was made to temporarily edit <br />regular articles. <br /> <br />Sharon Mager - Sharon inquired if the City Council has held their joint meeting with <br />Airport Commission yet. <br /> <br />Councilmember Cich replied that there will be a joint meeting of City Council and the <br />Airport Commission on June 6, 1990 at 8:00 p.m. <br /> <br />Dan Baker ~ 5011 179th Lane N.W. - Dan noted that the adult book store is located next to <br />a day can center and inquired as to why the City just can't close the store. Dan also <br />referred to the City's change in policy regarding special assessments for improvement <br />projects and inquired if the City intends to hold public heatings regarding those changes in <br />policy. <br /> <br />City Council/April 24, 1990 <br /> Page 6 of 19 <br /> <br /> <br />
