Mayor Reimann indicated that Mr. Hartley or City Attorney Goodrich, who are presently out of Council chambers, can answer Mr. Baker's questions about the change in assessment policy. APPROVAL OF AGENDA Motion by Councilmember Peterson and seconded by Councilmember Pearson to approve the agenda with the following adjustment: Consent Agenda - Item #1 - Approval of City Council Meeting Minutes - Include the City Council special meeting minutes dated April 23, 1990. Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich and Peterson. Voting No: None. PUBLIC HEARINGS Mayor Reimann adjourned the regular meeting at 8:23 p.m. in order to conduct the following public hearings: Consider Improvement Project #90-12 - bituminous surfacing of 178th Avenue N.W. and 178th Circle N.W. Consider Improvement Project//90-13 - bituminous surfacing of Bison Street N.W. south from 171st Avenue N.W. to the northern boundary of Trott Brook Ridge Addition. o Consider modification of the Development Program for Development District No. 1, modification of the Tax Increment Financing (TIF) Plan for TIF District No. 2, creation of TIF District No. 5 within Development District No. 1 and adoption of a TIF Plan for that TIF District No. 5. Consider revocation of a conditional use permit for a used vehicle sales lot; case of Ramsey Auto Sales. City Council recessed at 9:25 p.m. Mayor Reimann called the regular City Council meeting back to order at 9:36 p.m. CONSENT AGENDA Motion by Councilmember DeLuca and seconded by Councilmember Pearson to approve the following items contained in the Consent Agenda: 1.
