c)

Discuss Councilmembers Spending An Evening Shift With A Police Officer During
School Summer Vacation

Councilmember DeLuca suggested that all councilmembers make arrangements to spend an
evening shift with a police officer during school summer vacation. The purpose of this
suggestion is to promote better communications between officers and City Council and to
give the councilmembers a better understanding of what is happening in the community
from the perspective of a law enforcement officer.

City Attorney Goodrich indicated that he would research if it is necessary for
councilmembers to sign a liability waiver in order to accompany an officer on a duty shift.

d) Discuss Modifications To Police Department Reporting Procedure

Councilmember DeLuca suggested that the Police Department initiate a reporting procedure
that would track offenses by geographic area in order to provide an accurate account of
what is happening in the various neighborhoods. If it is apparent that certain
neighborhoods are developing chronic problems, it could be brought to the attention of City
Council for discussion of ways to correct the problems.

Council consensus was that the proposed modification to the Police Department reporting
procedure should be forwarded to the Personnel Committee for further discussion.

e) Review Ordinances For Validity With Respect To All Areas Of Ramsey:

Councilmember DeLuca stated that there is a need to review City ordinances to determine
that they address all issues needing to be addressed with respect to all areas of the City.

Mr. Hartley stated that review of ordinances is what Staff has been attempting to bring to
City Council at their first meeting of the month but he doesn't know that the process can be
expedited any faster than it is.

f) Discuss Requiring Certificate Of Surveys On All Properties Sold In Ramsey

Councilmember DeLuca suggested that requiring certificates of surveys for all properties
sold in Ramsey would be a way to start eliminating problems, especially situations of
easements not being recognized.

Mr. Banwart noted that the Planning and Zoning Commission is currently reviewing
amendments to information that will be required on certificates of survey.

g) Review The Need For Fire Breaks In Ramsey

Councilmember DeLuca noted that there are some areas of the City that could benefit from
fire breaks.

City Council directed the Planning and Zoning Commission and the Fire Board to provide
City Council with a report on the need for and recommended locations for fire breaks in
Ramsey.

City Council/May 8, 1990
