Mr. Banwart stated that experience has shown that two-man crews appear to yield the <br />maximum number of manhours in relationship to the dollars. In reviewing the bids, City <br />Staff determined that the City could get 881 hours of manhours for $24,000 with a two- <br />man crew; based on the lowest one-man bid, the City would get 640 manhours for <br />$24,000. <br /> <br />Councilmember DeLuca noted that City Staff's evaluation of the bids assumes that two <br />persons will do twice as much work as one person. <br /> <br />Carol Dahlske from Outside Services was present and indicated that her experience has <br />shown that the production level is higher with one-man crews than with two-man crews. <br />Carol also noted that the specs for the brush chipping program are misleading because they <br />indicate the bids will be evaluated on a lump sum basis, not by crew numbers or manhours. <br /> <br />Mayor Reimann noted that on a lump sum basis, Outside Services was the low bidder for <br />the brush chipping program. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Cich to rescind <br />Resolution #90-05-137 awarding the brush chipping program to Asplundh Tree Expert <br />Company. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember DeLuca to adopt <br />Resolution #90-05-141 awarding the contract for the Decentralized Brush Chipping <br />Program to Outside Services, Inc. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />a) Review Calendar Events <br /> <br />Mr. Hartley noted the following upcoming meetings: May 22, 1990 ~ regular City Council <br />meeting; May 29, 1990 - public hearing regarding adult entertainment centers; June 6, <br />1990 - joint meetings between City Council and the Economic Development Commission <br />and the Airport Commission. <br /> <br />b) Status Of Filling City Engineer Position <br /> <br />Mr. Hartley noted that City Staff is reviewing applications for the City Engineer position. <br />The top four candidates will be scheduled for interviews with City Council. <br /> <br />City Council/May 8, 1990 <br />Page 15 of 17 <br /> <br /> <br />
