Maureen Gaalaas stated that the County needs some response from Ramsey by the end of <br />June with respect to a plan for lease or pay-back on the equipment needed for Ramsey. <br /> <br />Maureen Gaalaas stated that in response to the Council's questions regarding technical <br />issues, she will coordinate with David Hartley and Unisys to have a presentation of the <br />equipment at a subsequent Council meeting. <br /> <br />Case #2: Curbside Recycling: <br /> <br />Project Manager Jim Gromberg was present and stated that with the passage of the SCORE <br />Bill, Ramsey is obligated to provide curbside recycling service to it's residents by October, <br />1990. Jim then presented two options, A and B, for providing curbside recycling. Type A <br />would allow for the licensed hauler to provide recycling service for their current customers. <br />Type B would consist of the City awarding a bid to a single hauler to provide recycling <br />service to the entire city. Jim proceeded to review the advantages, disadvantages and <br />estimated program costs for each of the proposed types of recycling programs. Jim <br />requested Council direction regarding the preferred program in order that Staff might be <br />able to make arrangements to have the chosen program in place by October. <br /> <br />Finance Officer Ashley provided cost estimates regarding the City's cost for billing if Type <br />B is the selected program. <br /> <br />Council was of the opinion that the City intends to meet the intent of the SCORE bill but a <br />city-wide curbside recycling program is cost prohibitive because of Ramsey's rural sprawl. <br />It was suggested that the City Staff provide the City Council with more than 2 alternatives <br />for complying with SCORE legislation. Those alternatives should consider central drop- <br />off centers versus curbside service to each resident. <br /> <br />Jim Gromberg stated that the County is interpreting the SCORE legislation to mean that <br />recycling must be provided to each resident as a curbside service. <br /> <br />A brief discussion ensued regarding how other cities are providing for curbside recycling. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Cich to direct City <br />Staff to initiate application for grant funds available for the acquisition of recycling <br />containers. <br /> <br />Further Discussion: Mr. Hartley stated that it might be premature to apply for container <br />grant money before the City knows if the selected container will be sufficient in size to meet <br />the needs of the selected recycling program. Mr. Hartley noted that the two types of <br />curbside recycling options presented are those legally permitted; City Staff will negotiate <br />with the County to seek a different definition of SCORE legislation to include recycling <br />centers instead of curbside recycling. <br /> <br />Councilmembers Peterson and Cich withdrew the motion to initiate grant applications for <br />recycling containers. <br /> <br />City Council/May 8, 1990 <br />Page 8 of 17 <br /> <br /> <br />
