CITY COUNCIL/FIRE BOARD <br />JOINT MEETING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey City Council and the Fire Board conducted a joint meeting on Wednesday, <br />May 9, 1990 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Kenneth Peterson <br />Councilmember Stephen F. DeLuca <br />Councilmember Richard Cich <br />Councilmember Alan Pearson <br />Mr. Alfred LaTour <br />Mr. Jayme Spence <br />Mr. Bruce Hoeke <br />Mr. Steve Wilson <br /> <br />Also Present: <br /> <br />Finance Officer Sandra Ashley <br /> <br />Members Absent: <br /> <br />Mr. David Bawden <br />Mr. David Hartley, City Administrator <br />Mr. Michael Auspos, Police Chief <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the meeting of the City Council and Fire Board to order at 7:08 p.m. <br /> <br />APPROVAL OF AGENDA <br /> <br />The consensus was to approve the agenda as submitted. <br /> <br />COUNCIL AND BOARD BUSINESS <br /> <br />Case #1: Introduce Mr. Gus Welter To The Group: <br /> <br />Mr. Gus Welter, an expert in the field of f'u'e fighter relief associations, was introduced. <br /> <br />Case #2: State Aid Monies: <br /> <br />Mr. Gus Welter gave a history of State Aid monies for Fire Fighters Relief Associations. <br />State Aid money was first mentioned in the laws in 1887 for fire fighter relief associations <br />and was instituted somewhat like workers compensation to help sick and disabled fire <br />fighters. State Aid was never designed to be the total support for a relief association and <br />was meant to be augmented by the local community. Relief Associations are primarily into <br />service pensions since the advent of mandatory worker compensation coverage on fire <br />fighters. Relief Associations are under no restrictions as to what the disability is caused <br />from. The law provides for a general fund that members control but no tax money of any <br />kind can go into that fund; the general fund is for funds generated by the members. <br /> <br />City Council/Fire Board/May 9, 1990 <br /> Page 1 of 3 <br /> <br /> <br />
