Case #3: Formulate A Ramsey Volunteer Fire Fighters Relief <br /> Association: <br /> <br />Mr. Welter stated that fire fighters are not obligated to be members of the Relief Association <br />and the only acceptable reason for denial of membership is an unusual instance of abnormal <br />physical or mental condition. Relief Associations are managed by the fire fighters <br />themselves; it is a non-profit organization for the purpose of providing benefits to it's <br />members and survivors. <br /> <br />Mr. Hoeke noted that the Ramsey Volunteer Fire Department has elected a president, vice- <br />president, treasurer and secretary but the Relief Association has not yet been incorporated. <br /> <br />Mr. Welter stated that the Relief Association has no authority until it is incorporated. <br /> <br />Case #4: Discuss A Draft Of Ramsey's Proposed Relief Association: <br /> <br />Mr. Hoeke stated that Ramsey's Relief Association has had preliminary meetings to <br />establish by-laws. <br /> <br />Mr. Welter noted that the by-laws will have to be officially adopted at the organizational <br />meeting of the corporation. <br /> <br />Mr. Welter recommended against limiting the number of members in the Relief Association <br />because every fire fighter in a department is eligible to join and fire department membership <br />numbers do change. <br /> <br />Mr. Welter recommended against setting up the benefits with individual accounts. <br /> <br />Upon inquiry, Mr. Welter stated that the relief funds are managed and invested by the <br />Board of Trustees; the funds accumulate by way of interest, new money, local <br />contributions and State Aid. Once the relief association is in place, then by law the State <br />Aid has to go that association. State Aid is a direct appropriation from the General Fund <br />from the State of Minnesota that is evenly distributed throughout the State and is based on <br />the amount of taxes collected on fire and related insurance premiums. <br /> <br />Case #5: Develop A Plan Of Action To Have The Relief Association In <br /> Place By 1991: <br /> <br />Mr. Hoeke inquired that if the Relief Association organizes in 1991, if it is the City's <br />responsibility to that it is funded. <br /> <br />Mr. Welter stated that it is the City's responsibility to see that the Association is funded <br />only to the extent of the benefit level approved. Whenever the benefit level changes, the <br />Associations needs approval from the local governing body before that change can become <br />effective. Whatever funds are available determines to a great textent the amount of pension <br />the Association can pay. <br /> <br />Mr. Hoeke stated that he is concerned with funding in the first 10 year period. <br /> <br />City Council/Fire Board/May 9, 1990 <br /> Page 2 of 3 <br /> <br /> <br />
