Jean Schlueter - Stated that she was visited by an officer to address the issue; she feels the <br />officer stopped by her home because he felt comfortable discussing the matter with her as <br />she had previously called to report Juniper Woods construction traffic traveling through <br />Rum Acres. Jean stated that her children are old enough to discuss concerns and emotions <br />regarding what is happening and they would not be involved with the harassment incidents. <br />Jean did indicate that Mr. Knutson is right about the drainage issue; the residents left the <br />Council meeting on August 29 of 1989 thinking that the drainage would be directed <br />through Rum Acres Estates to the river;, however, Mr. Raatikka made a decision to change <br />that drainage plan. The City Council meeting minutes also do not indicate that the Council <br />had any knowledge of the change in the drainage system from underground to above <br />ground. <br /> <br />Mr. Hartley stated that the decision to change the drainage system was made in <br />consideration of the residents present at tonight's meeting. The original drainage plan <br />would have necessitated the removal of mature trees and coming very close to somebody's <br />pool. <br /> <br />Jean Schlueter - Stated that the error is the City's, not Mr. Knutson's, and inquired as to <br />who will pay to restore Lot 1. <br /> <br />Mayor Reimann stated that he would like the concerned residents to meet with the City <br />Engineer to come up with an acceptable solution to the problems. <br /> <br />Councilmember Peterson requested that Mr. Raatikka schedule a special meeting within one <br />week and at that meeting provide City Council with a cost estimate to restore Lot 1, Block <br />5, Rum Acres Estates to it's natural state and information regarding what the percolation <br />rate will be following restoration. <br /> <br />Mayor Reimann stated that the residents will be notified of the special meeting date. <br /> <br />Case gl.A: Adopt Ordinances Amending Ordinances #90-7 And #90-8 <br /> Relating To A Moratorium On The Siting Of Adult Bookstores: <br /> <br />Mr. Hartley requested that City Council consider adopting ordinances amending <br />Ordinances//90-7 and/190-8 relating to a moratorium on the establishment of adult <br />bookstores and entertainment uses. Mr. Hartley recalled that on May 17, 1990, City <br />Council was provided with copies of the "Report Of The Attorney General's Working <br />Group On The Regulation Of Sexually Oriented Businesses" dated June 8, 1989 and <br />"Adult Entertainment Research Report" by the Rochester/Olmsted Planning Department <br />dated March 2, 1988. Those reports reference a number of different reports prepared by <br />other cities. The study done in Minneapolis correlates occurrence of crime with areas <br />where sex businesses are located. The study done in St. Paul combined a number of <br />studies and reached findings that correlate the location of adult businesses with <br />neighborhood deterioration; adult businesses locate in deteriorated neighborhoods and <br />deterioration of an area follows location of adult businesses in the area; a higher crime rate <br />is associated with two adult businesses in an area than with one adult business in an area; <br />house values are significantly lower in areas where there are three adult businesses than in <br />areas with only one adult business. Similar conclusions were found in studies done by <br />Indianapolis, Indiana and Phoenix, Arizona. Those studies found that property crimes <br />were 43% higher in areas which conducted sex businesses. Sex crime rates were 500% <br />higher in those areas with sex businesses and the study area with the greatest concentration <br /> <br />City Council/May 22, 1990 <br />Page 13 of 27 <br /> <br /> <br />
