Dorothy Stadfelt, 15111 Juniper Ridge Drive N.W. informed the Council that she was <br />speaking on behalf of a couple of people who were out of town and not able to make it to <br />the meeting. On behalf of Lynn Gotwaldt - she's concerned with there being 73 houses of <br />which would have an average of 2 children each. With no park allocations and now no <br />vacant land to play on, sex offenders would probably have to be dealt with in the future. <br />She stated they bought their home due to the play space area and the fact that the home was <br />on a cul-de-sac. <br /> <br />Dorothy also spoke on behalf of Tom Wisenhunt who summed things up by saying "Why <br />fix something if it's not broke?" <br /> <br />Dorothy Stadfelt went on to say that the City is taking water from her area and pumping it <br />back to an area which did not have the capacity to hold it. Residents of Rum Acres want <br />the pond filled and returned to park area. There had been no drainage problems previously <br />and it should be returned to its natural state. <br /> <br />Jean Schleuter referred to the changes in drainage plans from that which was approved with <br />the final plat in August of 1989 to what is currently happening. She expressed concern that <br />these types of changes can take place without any consultation or notification to area <br />residents. We've lived for 15 years or more with property left open for drainage and it's <br />sufficed beautifully. We were told it would be an open area for children to play and now <br />it's being taken away. She said she has a friend who is on the Planning and Zoning <br />Commission in Coon Rapids and he's seen the pond and says it's illegal. It is destroying <br />the quality of life in Rum River Estates and the environment and that the CitY should restore <br />it the way it was so the residents can enjoy it and take care of it. <br /> <br />Sue Damyanovich, 15130 Juniper Ridge Drive N.W. communicated that if we don't talk <br />now, a decision will be made and it's over. We need to discuss the possibilities. Right <br />now it is an absolute mess and it's dangerous. One child was in over it's head gurgling in <br />the muddy water - it is extremely dangerous, it's a disaster. We thought we could discuss <br />it, not have you decide A, B or C. That's not appropriate. <br /> <br />Bruce Schlueter requested information regarding Alternative A as proposed by City <br />Engineer Raatikka as a solution to the drainage issue. <br /> <br />City Engineer Raatikka replied that proposal A is basically the installation of the storm <br />sewer system. <br /> <br />William Rodman, 14950 Juniper Ridge Drive, declared he is angry that there was no <br />notification about the pond, no chance for input, and no soil borings. "It's not drying up <br />and it's a stupid way to have done it". If he decides to sell his home, no one with a small <br />child would be able to purchase it. It is too dangerous for a person with small children to <br />live with the hole there. He feels there is no suitable alternative being presented and he is <br />very angry about the whole situation. <br /> <br />City Engineer Raatikka summarized the Background of the case sheet submitted for Case <br />#1 and stated that he recommends Alternative A. <br /> <br />Mayor Reimann inquired if the developer had been contacted. <br /> <br />City Engineer Raatikka answered he had been contacted and he was agreeable to any of the <br />alternatives presented. <br /> <br />City Council/June 6, 1990 <br /> Page 2 of $ <br /> <br /> <br />
