Case g7: Review Law Enforcement Labor Services (LELS) Arbitration <br /> Award and Approve Memo of Understanding <br /> <br />Mr. Hartley reviewed a summary of the positions held by the City, thc positions held by <br />the LELS unit and the arbitration awarded. Mr. Hanley stated that the awards have been <br />implemented into contract form. Mr. Hartley also stated that there was an agreement made <br />before arbitration that the City would permit the individuals to sell back their holiday time <br />and the City would pay cash for that and that transaction would occur at two periods during <br />the year. Since the new contract will have to be implemented during mid-year, a memo of <br />understanding is necessary to spell out how buy back of holiday time will be processed. <br /> <br />Motion by Councilmember Cich and seconded by Councilmember Pearson authorizing the <br />Mayor and City Administrator to, on behalf of the City of Ramsey, offer the memorandum <br />of understanding and labor agreement to Law Enforcement labor Services, Inc. with the <br />following correction: The f'u'st paragraph in the memorandum of understanding should <br />specify that it is an implementation of the buy back option for the year 1990. <br /> <br />Further discussion: Councilmember DeLuca referred to Article 14.5 of the LELS <br />Agreement and stated that he is opposed to employees accumulating vacation and sick time <br />for hours not actually worked. Mr. Hartley stated that employees earn vacation and sick <br />leave based on continued employment, not actual hours worked. Councilmember Cich <br />stated that ceasing accumulation of vacation and sick leave while on vacation and sick <br />would be an administrative problem, especially with respect to computing time in service. <br />Mr. Hartley noted that at this point the contract is no longer negotiable and advised that <br />Councilmember DeLuca's concerns be addressed at a City Council closed executive <br />session. <br /> <br />Motion carded. Voting Yes: Mayor Reimann, Councilmembers DeLuca, Pearson, Cich <br />and Peterson. Voting No: None Absent: None <br /> <br />Case #8: Street Lights as Subdivision Requirement <br /> <br />Mr. Banwart indicated that the Planning and Zoning Commission has reviewed the issue of <br />street lights on numerous occasions. Based on those reviews, an ordinance regarding <br />street lights has been drafted and City staff is recommending that Council schedule a public <br />hearing regarding that proposed ordinance. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to schedule a <br />public hearing for July 10, 1990 to consider a proposed ordinance amending Section <br />170.039C Basic Improvements Installed by Developer 2. STAGE I Improvements i. <br />Street Lights of the City Code of Ramsey. <br /> <br />Further discussion: Mr. Hartley inquired if the public hearing date is in a time frame which <br />will allow its publication in the Ramsey Resident Newsletter. Sylvia Frolik replied that the <br />hearing notice will be published in the June City Newsletter. <br /> <br />Motion carded.
