CITY COUNCIL <br /> PUBLIC HEARING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, June 12, 1990, at the <br />Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota <br />regarding Improvement Project//90-18 (Street Lights for Rivlyn Avenue N.W.) <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmember Stephen F. DeLuca <br />Councilmember Alan Pearson <br />Councilmember Kenneth Peterson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />Finance Officer Sandra Ashley <br />Mr. Merland Otto, Hakanson Anderson Associates <br />City Attorney Bill Goodrich (arrived at 7:20 p.m.) <br /> <br />Members Absent: Councilmember Richard Cich <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:07 p.m. <br /> <br />PRESENTATION <br /> <br />Mr. Otto stated that Project 4/90-18 is proposed with three street lights for Rivlyn Avenue <br />N.W. The type of light proposed is a cobra with a 30' fiberglass pole and an 8' mast arm. <br />The total estimated cost for the project is $3,600.00 to be assessed to 19 units. The per <br />unit cost is estimated at $189.47, amortized over a 10 year period for $29.50 per year. <br />There would also be a user fee charged for maintenance and operation of the lights, at an <br />estimated cost of $5.00 per quarter. Mr. Otto noted that the $5.00 per quarter billing would <br />be subject to change as power and labor rates go up. Following the public hearing there is <br />a 60 day waiting period. Following that, Council can call for bids with construction <br />beginning in August. The street lights would be operational some time in September with <br />the assessment hearings held after construction completion. The first payment would be <br />due with the real estate tax in May of 1991. <br /> <br />CITIZEN INPUT <br /> <br />Keith Kieffer, 6203 Rivlyn Avenue N.W. - stated that government agencies and <br />environmental groups are asking that people conserve resources and the power consumed <br />by the street lights would power a home for one month. Mr. Kieffer proposed that Council <br />deny Project g00-18 and lift the responsibility of misuse of resources from the City; if <br />individual residents feel lighting is necessary, they can install yard lights. <br /> <br />PUBLIC HEARING/JUNE-12, 1990 <br /> PAGE 1 OF 2 <br /> <br /> <br />
